10 <br /> <br />Board of Selectmen <br />Minutes <br />September 9, 2015 <br /> <br />Review Additional Articles Proposed for Fall Annual Town Meeting: (continued) <br /> <br />Article 22: Land Distribution Project; Tax taking properties identified as Town-owned land to be <br />developed into public access parks, affordable housing, waste water treatment facilities <br />if needed in the future, selling a limited number of parcels, and permanently protecting <br />land as open space under the care and custody of the Conservation Commission. <br /> <br /> The article is a result of a 9-month effort to designate uses for public lands in the <br />possession of the Town for which no specific use has previously been designated. <br /> <br /> An in-depth discussion followed with respect to this regard. Acting under the Board of <br />Selectmen, a working group spent considerable time to delineate the tax taking parcels. <br />There were several public hearings, and changes were made as a result of public <br />outreach. It is deemed a comprehensive approach to develop uses for the 283 parcels of <br />land, most of which would remain in its natural state. <br /> <br /> However, previous town meetings have opposed any change to the tax taking <br />properties. It was recommended the Board gain further knowledge of the properties and <br />their locations, and defer any action at this time. <br /> <br />Motion made by Selectman Gottlieb to include and recommend Article 22 for placement on the <br />October 2015 Town Meeting warrant. <br />Motion seconded by Selectman Cotton. <br />VOTE: 2-3. Motion does not carry. <br /> <br />Roll Call Vote: <br /> Selectman Cahalane, no Selectman Sherman, no <br /> Selectman Gottlieb, yes Selectman O’Hara, no <br /> Selectman Cotton, yes Opposed, (3) <br /> <br />As the matter was debated, it was recommended the waste water component be included on the <br />October Town Meeting warrant. It was noted that Mashpee’s Comprehensive Wastewater and <br />Nitrogen Management Plan identifies a number of parcels on the Land Distribution list as potential and <br />future waste water site locations. It was also noted this article was previously identified individually <br />on Draft #1 of the October warrant. <br /> <br /> <br /> <br /> <br /> <br /> <br />
