{ -4-
Charles: 'Yes, but what I am getting at to bring out is when this fill is put in,
interrupted)
Mr. Hennigan: It won't change anything.
Charles: cont. this x111 be brought in from the new level.
Mr. Hennigant We are going to bring it in to the level shown on the revised topo.
Charles: This is what I am driving at, Tim, to clear up.
Mr. Hennigant There are two reasons, as I explained at the initial hearing. First,
the flood plain level, which is essential and second, to make sure that we have a back
up safety of 125% on our leaching area available to us. We want the maximum leaching
area and that is the reason.
Charles: To put it more simply, then you are looking to lift there 212 to 3 feet in
both instances, right?
Mr. Hennigant , The fill is higher than that. It depends on where the low area is. See
this area in here is currently2.8 feet below. If we bringit up 8 feet, you are going
to have 12 feet (interrupted)
Charles: This is what I am trying ;to get you to say in describing what the finished
conditions will be under these leaching areas.
Mr. Hennigant It is under Title V.
Charles: This is what I have been trying to bring out.
Mr. Hennigan: As a matter of fact if it doesn't meet Title V and it is stated right here
that it will meet .Title V.
Charles: This is the thing I have been looking for. There was a suspicion voiced on
whether I agreed or disagreed from the fellows of DEQE in-the areas that were designated
for the leach areas as to whether or not going below 4 or 5 feet you might be running into
bog conditions.
Mr. Hennigant There Is no bog areaatall.: As a matter of fact, you would have to go all
the way out here (looking at map). There is no way. The systems are here and here.
There is no way for the water to laterally,^ underground now I am talking about, to move
this way. How surface water will move and ,that is the reason we want to fill. We want
to grade it properly to retain as much water as possible and to insure that we don't have
too much run off. The only thing that you have to worry about shellfish over here is as
I told you is salinity and oxygen. As long as these houses have been on the island, most
of them had cesspools. They have never had a problem outside of fecal excrement. The
two reasons we want the fill is to meet the flood plain requirements and to insure that
we have better septic systems than they have now.
Charles: (Looking at plan) Is this about where you found the old system?
Pauline: Inside the line.
