l '
-6-
E rle ':".7rsters: They recognize it is a .)roblem so it will have to So to a vote
of the district. Some people may op_ ose it. I don't %nr-w.
Charles: H=ve you done tests.
Frank Ching: Just on the water that we have. All of the water quality is all
good.
The third questions is: What are the clans for fighting any fires in the pro-
posed development and where will the Mashpee Fire Department obtain water for
cnntainment. Clearly, there are no provisions for hydrants in here with the
single well systems. However, if, in fact, there are sufficient pressures, etc.
for water from (let's say) half of Cotuit or from a central well, then I think
there would be some provisions for fire fighting capabilities here. However,
the Santuit River is quite close and from the discussions with people in these
types of areas, they usually come up and draw the water that they need. They
bring a full pumper in and if they need more, they usually drop into one of the
rivers or ponds and that is where they will essentially get their stater for fire
containment.
Questions number four says: This area is on a dangerous stretch of the road to
and from Cotuit Village. What are the plans for traffic control? We certainly
don't want to put a traffic signal there and I don't think that the DPW would
actually let us. We could not meet the minimum requirements of the elements,
etc, for the traffic signal. Let me also mention, and just to give you some
idea about the actual numbers of people who will be coming out of here -- In a
very worse case; for example, suppose that this were a 100 percent year-round
community with people actually commuting to a major center (for i-stance, to
Boston or to Hyannis or something like that) and these were all working people
and 88 units in here -- the standard traffic engineering numbers that are used
in the profession are approximately .3 trips during the peak hour per unit or
approximately 9 -- so you are talking 27 trips essentially during a peak hour
which is less than one car every two minutes coming out of here. Again, that is
assuming a worse condition of a complete year-round community and people are do-
ing a normal commute type of travel and that they are all going to work. In
this psp
rticul_r development (I don 't know the market study per se), I would es-
timate that it would certainly be less impact than that; and it is doubtful that
these people would be the type of people who would concentrate their travel be-
havior during peak hour times.
Charles: That is not within the purview of the Conservation Comp:-ission.
Ken : He might a.s well go through with it as it was one of the questions.
Frank China: Certainly, the impact even in the worse cases is 27 car for the
hour or less than one car every two minutes. So, it is certainly not going to
disrupt any traffic.
Erle 77a-stars: We should put up signs.
W:ivne: Oh, you would have to.
C"arles: What do you figure your space will be within each unit?
;a.rle =rsters: They are going to be big units and we are going to finish off
the basement, which will give them 2,000 se. ft.
