PAL will put together framework for a preliminary study report: <br /> - significance of the area <br /> - index of properties <br /> -potential bylaws <br /> - 1999 historic survey of buildings <br /> Members reviewed the flow chart of tasks: <br /> -meet with MHC staff <br /> -contact property owners with educational materials and informational meetings <br /> -Report, goes to MHC and Mashpee Planning Board <br /> Ginny said the study report and information piece can be done simultaneously because so much <br /> work has been done already. <br /> What is the typical time frame between first and last task? Ginny said about one year. <br /> Walter asked Ginny to assign an approximate amount of time to spend on each category. He also <br /> suggested establishing a deadline. <br /> Tom said the deadline should be February to get the article on May town meeting warrant. <br /> Walter said it will not be an easy task to convince people to add more regulations on their <br /> property. <br /> Committee must discuss a program to approach owners and inform residents. Whole site or <br /> smaller neighborhoods; continuously feed information,have multiple information meetings with <br /> different formats. <br /> Tom will update the proposed district maps to include: <br /> -properties not yet developed <br /> -buildings no longer there <br /> - copies of 1999 historic survey <br /> Ginny will talk with Chris at MHC to determine where in this process he would recommend <br /> meeting with this Committee and what information the Committee should have for him. <br /> Ginny will sketch out the preliminary study report. <br /> Walter asked Ginny what the Committee can do to help her? <br /> She would like them to review the boundaries of the proposed districts; find out who lives in the <br /> district,who the key players are,who has to be brought into the process early, work on the <br /> message. <br /> Before the next meeting, look at the boundaries and comment on them. <br /> Are there-any other parts of town that are suitable for designation? <br /> Popponesset -the Inn is old enough to qualify. Would the historic district supersede their special <br /> permit.? <br /> Demolition delay ordinance, has not been talked about yet. It can be done without a historic <br /> district. It would effect anything that is significant on the inventory. <br /> Does the Committee want to propose that for October or should it go hand in hand with the <br /> district? <br /> 3 <br />
