13 <br /> Board of Selectmen <br /> Minutes <br /> February 13, 2017 <br /> Presentation of FY 2018 Omnibus Budget Recommendations, Rodney Collins, Town Manager. <br /> Rodney C. Collins, Town Manager outlined his Omnibus Budget recommendation for fiscal year <br /> 2018. The Town Manager recommendation represents a decrease of 2.3% and does not include <br /> collective bargaining which is expected to be level funded or less. If the pending contracts are <br /> not settled by the deadline for the printing of the May 2017 Town Meeting warrant, it is the <br /> intention of the Town Manager to place the recommended contract settlements on the October <br /> Town Meeting warrant. <br /> Rodney C. Collins, Town Manager informed the Board the School Department budget <br /> recommendation is decreased by $425,000 which is reflective of a 0.5%reduction. The Town <br /> Manager's budget recommendation for the School Department is $20,870,383. <br /> Departmental requests for fiscal year 2018 amounted to $56,584,052. The final Town Manager <br /> recommendation is $55,375,028 which represents a decrease of$1,209,024. <br /> It was explained that many of the key departmental requests were reduced across the board. This <br /> includes reductions in the DPW, Fire, Department of Natural Resources, Inspections, Planning, <br /> Recreation, in the Town Clerk's Office, the Board of Health and Police Department was well as <br /> the School Department. <br /> Town Manager Rodney C. Collins made it clear there would be no layoffs with the proposed <br /> budget recommendation. Mission critical services will be satisfied with the Town Manager's <br /> Budget Recommendation. With the specific direction of the Board of Selectmen, Town Manager <br /> Rodney C. Collins indicated the budget is reflective on an analysis conducted with comparable <br /> Cape towns. Appreciation was given to the Assistant Town Manager Wayne E. Taylor and to <br /> the Town's Financial Team. It is the intention of the Town Manager to predicate the Annual <br /> Town Meeting budget on the Town Manager's Budget Recommendation for FYI 8. <br /> The Board of Selectmen expressed appreciation to Town Manager Collins for his due diligence <br /> at a time of tight fiscal constraints in the budget preparation process. Members of the Board of <br /> Selectmen were invited to discuss any matters associated to this budget with Town Manager <br /> Collins. <br />
