14
Board of Selectmen
Minutes
February 13, 2017
Discussion of adoption of M.G.L. ch 64L, §2(a) relative to local option meals excise tax (.75%):
A proposed article was presented to the Board of Selectmen for inclusion on the May Annual
Town Meeting warrant relative to adopting a Local Restaurant Meals Excise article that would
impose a local option meals excise tax upon the sale of restaurant meals originating within the
Town by a vendor at the rate of 0.75% of the gross receipts of the vendor from the sale of
restaurant meals. It is projected the Town would receive $100,000 to $200,000 if the Town
adopts the statute. Currently, there is one other Cape Town that has not adopted this bylaw.
Town Manager Rodney C. Collins indicated he has been reviewing additional options to increase
revenues in the Town to avoid the potential override projected in 2021. Budget reductions
include the initiative to reduce the omnibus budget, and options under consideration for the sale
of recreational marijuana, and to not subsidize the operation of the Transfer Station.
Motion made by Selectman O'Hara to include the Local Restaurant Meals Excise Article
on the May 2017 Town Meeting warrant.
Motion seconded by Selectman Cotton.
VOTE: Unanimous. 5-0.
Roll Call Vote:
Selectman Gottlieb, yes Selectman Cahalane, yes Selectman O'Hara, yes
Selectman Cotton, yes Selectman Sherman, yes Opposed, none
Consideration of Article for Annual Town Meeting Warrant:
Included on the Board's agenda was an additional article which would authorize the Town of
Mashpee to terminate its membership in the Cape Cod Technical High School District by a
majority vote of its Board of Selectmen. Approval of this article would give the Town the option
to opt of its membership to become effective on a date specified by the Mashpee Board of
Selectmen.
There was no action on this article at this time to allow for further review as there is concern to
ensure that Mashpee students would have access to a technical school education.
