7 <br /> Board of Selectmen <br /> Minutes <br /> February 13, 2017 <br /> APPOINTMENTS & HEARINGS: <br /> Cape Cod Tech (CCT) FY 2018 Budget presentation and update on proposed facilities project, <br /> Robert Sanborn, Superintendent: <br /> Robert Sanborn, Superintendent of the Cape Cod Technical School was in attendance to update <br /> the Board of Selectmen on the proposed reconstruction project. School Committee <br /> representatives to the Cape Cod Tech School Building Committee Scott McGee and David <br /> Bloomfield were present in addition to Patricia DeBoer, Mashpee's Superintendent of Schools <br /> and Don Myers, the Mashpee School Committee Chairman. Dawn Thayer, the Town of <br /> Mashpee Finance Director was not present, but it was noted Mrs. Thayer holds a seat on the <br /> Cape Cod Tech School Building Committee. <br /> Superintendent Sanborn indicated at their November 30, 2016 meeting, the preferred solution, <br /> the C-2 New Construction on the east end of the current facility was deemed the best educational <br /> plan configuration having a less disruptive impact on the existing school. In early January the <br /> preferred option was submitted to the MSBA, and it is expected a response would be received in <br /> February to move forward with the schematic design phase. <br /> The projected cost range for Option C-2 new construction is $113.1 million with a total projected <br /> cost range of$140-$143 million. Other preliminary alternatives include the following: <br /> A-1 Renovation Only $123 million to $125 million <br /> B-1 Additional/Renovation $142 million to $144 million <br /> B-2 Addition/Renovation/Demolition $141 million to $143 million <br /> C-1 New Construction $143 million to $146 million <br /> C-2 New Construction* $140 million to $143 million <br /> C-3 New Construction $142 million to $144 million <br /> Base Repairs $35 million to $65 million <br /> It was noted that Base Repairs are required by MSBA for exterior and mechanical systems. <br /> Base Repairs do not address or correct educational deficiencies or compliance issues. <br /> Mr. Sandborn indicated the above referenced cost projections are preliminary. Based on a <br /> $141,000,000 project cost, the MSBA reimbursement is projected at 30% or $42,300,000. And, <br /> the district's local share is $98,700,000. With a 5% interest rate, the Town of Mashpee's <br /> contribution is $18,427,404 over a thirty year span. Currently, 59 students from the Town of <br /> Mashpee attend the Cape Cod Technical School. The total enrollment is 618 students. <br /> The Board of Selectmen and Town Manager related concern with respect to the cost projections <br /> nearly identical in price with no alternatives that would represent a cost savings. Realistically <br /> this is an extremely expensive project, deemed unacceptable as it is presented that would <br /> obliterate any municipal budget. <br />
