8 <br /> Board of Selectmen <br /> Minutes <br /> February 13, 2017 <br /> APPOINTMENTS & HEARINGS: <br /> Cape Cod Tech (CCT) FY 2018 Budget presentation and update on proposed facilities project, <br /> Robert Sanborn, Superintendent: (continued) <br /> Rodney C. Collins, Town Manager indicated he is respectful of the process. However, as Chief <br /> Administrative Officer of the Town of Mashpee, the budget numbers are too extreme. The effect <br /> of an $18.4 million dollar debt represents a considerable amount of liability. At this time, the <br /> Town is tightening its belt and not funding positions. The Quashnet School window and door <br /> replacement project is before the Town for funding in May. Additional costly items such as <br /> road maintenance and wastewater are also essential and under consideration within the overall <br /> financial plan for Mashpee. Town Manager Collins explained the Town cannot afford the <br /> consequences if the ballot question for this project was to pass in October by a majority vote of <br /> the participating school. <br /> Mr. Sandborn responded by stating if the voters by majority turn this project down, the Cape Cod <br /> Technical School may lose their partnership with MSBA. Mr. Sandborn added that he is hopeful <br /> the MSBA reimbursement rate for this project will improve. <br /> As the Superintendent of the Cape Cod Technical School Mr. Sandborn stated he is required to <br /> advocate for the students and staff members. The figures before the Board are preliminary and <br /> considered the worst case scenario. Mr. Sandborn stated he is sympathetic the Towns have <br /> competing interest with the school and it is most likely these figures will be reduced. With <br /> improvements it is hopeful the technical school will service the district for an additional 50 <br /> years. And, as it was stated previously, the twelve member towns have not been asked to <br /> contribute additional capital funding to the school for the past 43 years. <br /> In considering costs, it is estimated that currently the Town of Mashpee contributes $19,000 per <br /> student to attend the technical school. Adding the new construction to the equation, the cost <br /> projection is $35,000 per student. Although with grant funding it was determined the actual cost <br /> to educate a Mashpee student is $24,000. <br /> The Town of Mashpee agreed to continue to maintain an open dialogue with the technical school <br /> with regards to this matter. <br />
