13 <br /> Board of Selectmen <br /> Minutes <br /> March 6, 2017 <br /> Review of Draft 42 and possible execution of the May 2017 Annual and Special Town Meeting <br /> Warrants: <br /> Annual Town Meeting Warrant: (continued) <br /> Petition Articles: <br /> Article 437: To prepare a plan laying out and defining Pierre Verner Drive, Katian Way and <br /> Gunters Lane; $7,000 to this account. (The article was formerly Article 29) <br /> Article 438: To accept the layouts as public ways; Emma Oakley Mills Way. <br /> Additional language was proposed for this article, a requirement of the state for <br /> borrowing authorization. It was agreed that Town Counsel would be consulted with <br /> respect to this regard. (This article was previously Article 30) <br /> Article 439: This is a new article, late submission. The article as it is proposed would amend the <br /> zoning to C-3 Commercial from R-5 Residential on 3 lots on Main Street (Route <br /> 130) opposite the building formerly occupied by Cheapo Depot and the Gateway <br /> Christian Center. <br /> Due to a potential conflict of interest Selectman Gottlieb, Selectman Cotton and <br /> Selectman Sherman stepped down from discussing this matter. Authorizing the Rule <br /> of Necessity, the following action was taken. <br /> Motion made by Selectman Cahalane to not include the above referenced petition article as it <br /> was late filed. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 2-0-3. <br /> Roll Call Vote: <br /> Selectman Gottlieb, abstained Selectman Cahalane, yes Selectman O'Hara, yes <br /> Selectman Cotton, abstained Selectman Sherman, abstained <br /> Opposed, (2) <br /> Article#17: To upgrade the position of part-time Clerk, Grade 2 to that of a Senior Clerk, SEN, <br /> Grade 2, Step 1 in the Town Clerk's Office. <br /> The Board of Selectmen agreed the position upgrade is inconsistent with the budget <br /> message request for fiscal year 2018. <br /> There was no action to motion on this article. The article will not be included on the <br /> May Town Meeting warrant. <br />
