DeBoer
Quashnet School Principal Mary Kate O'Brien
Meeting Called to Order by the respective Chairpersons at 6:03 p.m.
Mashpee Town Hall, Waquoit Meeting Room
Discussion relative to the Quashnet School Door, Window and Roof Project:
The Board of Selectmen conducted a joint meeting with members of the Finance Committee and School
Committee for the purpose of reviewing the Quashnet School Door, Window and Roof Project.
In attendance to discuss this matter were Catherine Laurent, Director of Public Works, Siva Sivalogan of
exPERTcon, Inc. the Town's assigned Owners Project Manager (OPM) and Gene Raymond and Jeff
Yost of Raymond Design Associates, Inc.
After completing the Statement of Interest (SOI), the Massachusetts School Building Authority (MSBA)
invited the Town of Mashpee into the Accelerated Repair Program. In the first phase of the approval
process, the Town was required to conduct a feasibility study, schematic design and initial cost estimates
for the Quashnet School window and door replacement project. In reviewing this proposal, the scope
broadened as it is a requirement of the MSBA to conduct to conduct site testing. The scope of the
project then included the replacement of the EFIS soffits and it was further realized the school roof was
in dire need of replacement.
It was noted the Quashnet School window project was identified in the Capital Needs Assessment Study
completed in 2010. The window replacement project has been included in the Capital Improvement
Program (CIP) unfunded since the need was identified in 2010. The window project was also prioritized
in the CIP in 2017. The roof replacement is included in the CIP for funding in fiscal year 2019.
It was then decided the scope of the project would be broadened to include the roof project as the
preferred construction option. Permission was required by the MSBA to combine the roof project with
the window, door and EFIS soffit replacement project.
