5
Board of Selectmen
Finance Committee/School Committee
Minutes
March 6, 2017
Discussion relative to the Quashnet School Door, Window and Roof Project: (continued)
Discussion followed with respect to the scope of the school project.
School Committee member Scott McGee questioned costs regarding increased contractor rates
referenced as the "summer-slammer" and how the project contingency if unexpended is returned.
Mr. Sivalogan indicated that 1/3rd of labor costs are projected at premium rates. In this particular
project contractors would work after school, in the evening and on weekends. In general, off-
Cape contractors tend to charge a premium to work on the Cape and in western Massachusetts.
And, at times the project may require laborers to work an additional shift which would also
necessitate premium wages. With regards to project contingencies, the MSBA is noted to be
strict on their evaluation. Project contingencies are accepted by the MSBA and reimbursed as
needed. However, it was noted the reimbursement process is a bit slower in this area of return.
Finance Committee member David DelPonte indicated there is potential for cost savings with the
timing of the bid. Mr. DelPonte asked if the cost savings would be shared and prorated with
MSBA grant or with the Town's share of 6.5 million. Mr. Sivalogan responded by stating
reimbursement requests are reviewed stringently and the budget change request is centered on
the contractors bid. Any savings would be realized overall.
Mike Richardson, a member of the Finance Committee noted the architectural firm is utilizing
the same EFIS soffit company who offered a product with a history of problems. Since the
Town would be using the same manufacturer, Mr. Richardson asked if this firm intends to
discount the cost of the project. In response Mr. Raymond, the project architect stated the EFIS
soffit firm has totally revamped the design of their system and it is essentially a whole new
system. There is no price differential, the product is market priced.
With regards to the roof reconstruction it was noted that although the building was improved by
an addition known as the Liberty wing, the entire roof was replaced twenty-eight years ago. The
knowledge of the site conditions pertaining to the roof accelerated the project which was under
consideration in the CIP program for replacement in 2019. It was noted in 1989 a typical
manufacturer's warranty was 15 years. With improved technology and materials, most
warranties are guaranteed for 30 years. The warranty for the original roof was not defined.
In considering the proposal, it was determined moving forward with this project would not
change its exposure to the Town of Mashpee. And, by granting authorization to move this
project ahead, the Town would remain on the MSBA funding schedule. Town Manager Rodney
C. Collins strongly recommended the Town not lose their placeholder for MSBA funding and in
considering the cost savings that would be realized through MSBA reimbursement.
