6 Board of Selectmen Finance Committee/School Committee Minutes March 6, 2017 Discussion relative to the Quashnet School Door, Window and Roof Project: (continued) Additional questions regarding the project proposal were considered. It was disclosed the architect has represented all necessary 2018 code upgrades in the design and construction estimates. These changes are covered in the contingency. Regarding the assumption of hazardous waste materials Mr. Raymond indicated the roof and sealants are clean. There is no asbestos in the building, but there is a presence of certain adhesives which have been detected in the floor tiles near the windows. Remediation for hazardous clean-up is considered in the project contingency. When asked about the potential for mobile classrooms. Mr. Sivalogan stated if construction remains on schedule beginning in April he is confident the classrooms would be operational. Under the terms of the contract a penalty would be imposed assessing damages to the contractor if the project is not complete on time. To alleviate this concern it is the intention of the OPM to mark out with the School Principal, the core areas to be completed in a timely manner. The project is an open bid and it must go through the public bid process. Finance Committee member Ryan asked why the project architect and OPM are not from Cape Cod. The question was unanswered. It was noted that local contractors may be employed, but it is uncertain at this stage of the project. When asked of the materials; aluminum vs. vinyl proposed for the windows Mr. Sivalogan indicated aluminum windows are very durable, impact resistant and acceptable with the mandates of the MSBA. The EFIS soffit system has increased insulation and a warranty of up to 20 years. It was disclosed the School Building Committee works closely with the OPM and the design team, the School Superintendent, School Principal, Planning & Construction Committee, Assistant Town Manager and Director of Public Works. During the course of planning there has been different decisions and options made by the Town representatives regarding materials. With regards to school security Mr. Sivalogan indicated an officer of the MSBA is required to be on site during construction as well as a Clerk of the Works. Criminal investigation (CORI) is required for all manpower. In closing, it was noted the MSBA Accelerated Repair Projects are very popular and backlog is significant. The Town of Mashpee is fortunate the roof project has been included in the project scope. If the project was to be voted down by a vote of Town Meeting, the exposure to the Town is $172,000 which has been expended for the feasibility phase of this project.
