5 <br /> Board of Selectmen <br /> Minutes <br /> March 6, 2017 <br /> NEW BUSINESS <br /> Approval of Verizon New England, Inc. and NStar Electric Company dba Eversource Energy <br /> Petition to place one new jointly owned Pole 218/16.5 on Great Oak Road: <br /> Petition 4MA2016-56 was received from Verizon New England, Inc. and NStar Electric d/b/a <br /> Eversource Energy to place (1)jointly owned pole on Great Oak Road to shorten the span between <br /> the existing poles and to maintain proper clearance due to new development off Great Oak Road. <br /> A Public Hearing was held on March 2, 2017 with direct abutters notified. It was advised the <br /> applicant would be required to obtain the proper permit through the Department of Public Works <br /> upon completion of the hearing. <br /> Motion made by Selectman Cahalane to approve Petition #MA2016-56 for Verizon New <br /> England, Inc. and NStar Electric d/b/a Eversource Energy to place (1) new jointly owned pole <br /> on Great Oak Road as referenced. <br /> Motion seconded by Selectman Sherman. <br /> Roll Call Vote: <br /> Selectman Gottlieb, yes Selectman Cahalane, yes Selectman O'Hara, yes <br /> Selectman Cotton, yes Selectman Sherman, yes Opposed, none <br /> Cape Light Compact update and discussion: <br /> As previously noted, the Cape Cod Light Compact and Barnstable County have agreed to sever <br /> their relationship as of June 30, 2017, and a new fiscal agent is thus required. The Compact has <br /> proposed to create an independent structure, a Joint Powers Entity that can serve as its own fiscal <br /> agent. <br /> Currently, the Towns of Brewster, Provincetown and Dennis have executed a Joint Powers <br /> Agreement to officially establish the Joint Powers Entity. It is advised that all 15 member Cape <br /> towns including the Vineyard participate in the JTE. Membership will continue to allow Mashpee <br /> residents and businesses to receive energy conservation program grants and to purchase power in <br /> the normal course. The approval is not binding as towns would have the ability to resign when <br /> provided written notice. <br /> In considering this matter, it was noted the Assembly of Delegates has a different perspective and <br /> there are questions regarding the ownership of properties and equipment that may be involved. It <br /> was agreed this matter would be further reviewed and defined at the next meeting. <br />
