6 <br /> Board of Selectmen <br /> Minutes <br /> March 6, 2017 <br /> NEW BUSINESS <br /> Review of Draft 42 and possible execution of the May 2017 Annual and Special Town Meeting <br /> Warrants: <br /> The Board of Selectmen conducted the second review of the May 2017 Annual and Special Town <br /> Meeting warrants. Draft 42 dated March 6, 2017 was before the Board to act upon. It was noted <br /> that some of the article numbers may be altered as a result of previous action and to consider new <br /> articles serving as placeholders in the event of contract settlement, for the creation of a new position <br /> (not funded), to consider a last-minute petition article, and to upgrade a part-time Clerk position in <br /> the Town Clerk's Office to full-time with benefits. <br /> Late-filed was a request to consider the placement of a new article on the Special Town Meeting <br /> warrant to fund $5,000 for the Substance Abuse Council-Opioid Task Force to begin endeavors <br /> with respect to substance abuse. It was recently apparent the Opioid Task Force does not have any <br /> seed monies to consider remediation projects. Programs under consideration include a night time <br /> drop-off initiative and an educational outreach program in the schools. <br /> Town Manager Rodney C. Collins as Chief Administrative Officer of the Town indicated he is not <br /> objective to the proposal, but it is necessary to follow protocol with the chain of command. It was <br /> agreed due process would be followed, and a breakdown of expenditures would be obtained. With <br /> approval, the matter would be revisited at the next Selectmen's Meeting. <br /> Special Town Meeting Warrant: <br /> Article 41: To appropriate unexpended amounts previously borrowed by the Town for the Fire <br /> Sub-Station project; $174,000 in Excess Bond Proceeds. <br /> As requested by the Board, the article was modified to expand the explanation for the <br /> use of said funding to be used at the Police Station to replace the roof, and to <br /> reconstruct the parking lot. <br /> Motion made by Selectman Sherman to approve and recommend Article#1 of the Special <br /> Town Meeting warrant. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb, yes Selectman Cahalane, yes Selectman O'Hara, yes <br /> Selectman Cotton, yes Selectman Sherman, yes Opposed, none <br />
