9 <br /> Board of Selectmen <br /> Minutes <br /> March 6, 2017 <br /> Review of Draft 42 and possible execution of the May 2017 Annual and Special Town Meeting <br /> Warrants: <br /> Annual Town Meeting Warrant: (continued) <br /> Article 414: To authorize the Selectmen to borrow up to $1,500,000 to pay costs associated with <br /> the maintenance and repair of Town buildings and roadways. (Article was formerly <br /> Article 47) It was agreed the Town's Pavement Management Plan and list of <br /> projects as identified in the CIP Program would be included in the warrant for <br /> transparency. Language for this article was recommended by Town Counsel. <br /> Motion made by Selectman Cotton to approve and recommend Article#14 of the Annual <br /> Town Meeting warrant. <br /> Motion seconded by Selectman Sherman. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb, yes Selectman Cahalane, yes Selectman O'Hara, yes <br /> Selectman Cotton, yes Selectman Sherman, yes Opposed, none <br /> Article#15: Quashnet School Project; Roof, Soffits, Windows & Doors: $5,800,000. <br /> As required by the mandates of the project, it is necessary to fund the project in full <br /> $10,477,884. Through the MSBA program the Town would receive reimbursement <br /> up to 37.95% or $3,976,357. To offset costs, it was noted the Town has committed <br /> funding; $172,965 for the feasibility phase of the project and the School Committee <br /> has contributed $500,000 to date towards the project. <br /> Through 20-year debt exclusion, the Town would fund the actual payment of <br /> $5,800,000 for this project. With voter approval, the Board of Selectmen would <br /> borrow the funding under the direction of the Planning & Construction Committee. <br /> It was disclosed that approval of this article does not commit the Town to the <br /> funding. The article serves as a placeholder to not delay the project. The MSBA is <br /> expected to consider this project at their meeting of May 21, 2017. <br /> It was agreed that acceptance of this article would show good faith and hopefully <br /> strengthen the Town's position with the MSBA to gain approval of this project. <br /> There has been a lot of time and effort given to this project, although there was <br /> concern to obtain figures from private contractors to further consider costs associated <br /> to this project. <br /> When reviewing materials, it was noted there was considerable review of the project <br /> materials and esthetics the School Building Committee and Quashnet School <br /> Principal have been fully apprised of and involved with in the decision making <br /> process. <br />
