7 <br /> Board of Selectmen <br /> Minutes <br /> April 12, 2017 <br /> APPOINTMENTS&HEARINGS <br /> Deborah Dami, Town Clerk: <br /> Approval to reconvene the By-law Review Committee and to appoint the following_ <br /> Meg Santos and Phillip McCahill: <br /> In accordance with Section 7-7b; Periodic Review,the Charter and Bylaw states that"At least every ten <br /> years,the Board of Selectmen shall cause to be prepared by a special committee appointed for that <br /> purpose, a proposed revision or recodification of all by-laws of the Town..." The Committee shall <br /> consist of the Town Clerk,two (2)voters appointed by the Moderator and two (2)persons appointed by <br /> the Selectmen. <br /> Deborah Dami, Town Clerk recommended the Board of Selectmen vote to reconvene the Bylaw Review <br /> Committee and appoint Philip McCahill and Margaret Santos to serve as representatives. For the record, <br /> the Town Clerk indicated she advertised in September seeking membership. Two letters of interest were <br /> received from the candidates recommended for appointment. <br /> It was determined the Board of Selectmen would defer action to reconvene the committee and to vote on <br /> the membership to the next regular board meeting. It was agreed the position vacancy would be duly <br /> posted and prior members would be consulted regarding interest to serve on this committee. <br /> Update on U er Quashnet River and Bos Andrew McManus Conservation Agent: <br /> Andrew McManus, Conservation Agent updated the Board on the Upper Quashnet River restoration <br /> project proposed to restore cold water habitat for brook trout, improve fish passage to John's Pond and <br /> return an abandoned cranberry bog to a natural wetland as well as improve recreational access to the site <br /> location. <br /> Funding has been identified and secured from the Air Force Civil Engineering Center for$800,000 in <br /> restoration costs which include planning,permitting and construction. To complete the estimated$1.2 - <br /> $2 million project the Town has applied for Priority Project Status with DER and is likely to receive <br /> grant finding for the remainder of the project. <br /> A draft Request for Proposal was presented to the Selectmen for the project scope which would allow <br /> for a selected consultant to guide the Town on the best approach for this area. <br /> Motion made by Selectman Cahalan to endorse the issuance of an RFP for the restoration of the <br /> Upper Quashnet River,surrounding abandoned cranberry bog and public access component for <br /> recreation as referenced. <br /> Motion seconded by Selectman Sherman. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cahalane,yes Selectman O'Hara,yes <br /> Selectman Cotton,yes Selectman Sherman,yes Opposed, none <br />
