12 <br /> Board of Selectmen <br /> Minutes <br /> August 7,2017 <br /> APPOINTMENTS & HEARINGS <br /> U date on the Upper Cgpe Regional Transfer Station Reuse Agreement Cavossa Disposal: <br /> (continued) <br /> It was noted that a feasibility study was conducted on the re-use of the facility which resulted in the <br /> issuance of a Request for Proposal. In response to advertisement, four proposals were received. <br /> Cavossa Disposal Corporation was deemed the most advantageous. The Upper Cape Regional Transfer <br /> Station is proposed to be used for municipal service only. This would make the facility feasible for use <br /> by the Upper Cape towns, and bring forth some revenue. The Cavossa Disposal Corporation has <br /> proposed to transport municipal solid waste by rail to a processing facility. <br /> Discussion followed with respect to preserving and protecting the rail line. The tracks provide access to <br /> the Upper Cape Regional Transfer Station which includes Joint Base Cape Cod. However,the use of <br /> the track has generated some controversy as there are plans to extend the Shining Sea Bikeway to the <br /> Cape Cod Canal. Options under consideration include removing the existing railroad tracks and <br /> maintaining and extending the existing rail lines. <br /> It was noted the Board of Selectmen are in receipt of a letter from Representative David Vieira <br /> requesting support for the extension of the bikeway. The Board of Selectmen voiced support to <br /> maintain the rail or a combined use of the rail with a bikepath. There was no objection to the bikepath <br /> proposal as long as it does not eliminate the rail system. In considering the letter from Representative <br /> Vieira, Town Manager Rodney C. Collins indicated there was no prioritization in maintaining the <br /> existing rail line. It was agreed the Board would continue to review this matter at the next scheduled <br /> meeting. <br /> Ken Cheitlin,Director of the Friends of the Bourne Rail Trail urged the Board of Selectmen to advise <br /> Ms. Laurent,the Town's representative on the Board of Managers to delay voting on the contract with <br /> Cavossa Disposal Corporation until all options have been fully considered. <br />
