18 <br /> Board of Selectmen <br /> Minutes <br /> September 11, 2017 <br /> NEW BUSINESS <br /> Recommendation by the Town Manager relative to General Contractor vs. Construction <br /> Manager at Risk for the Quashnet School Project: <br /> Town Manager Rodney C. Collins respectively recommended the Board of Selectmen consider <br /> the hiring of a Construction Manager at Risk for the Quashnet School Window/Roof replacement <br /> project. This recommendation is supported by the Planning & Construction Committee, the School <br /> Committee, the School Superintendent, and the DPW Director, as well as the Owner's Project Manager <br /> and the Architect for this project. <br /> Town Manager Rodney C. Collins indicated this is recommended as a result of the complexity of the <br /> project and the importance of minimizing construction related impacts for student learning while school <br /> is in session. <br /> In past construction projects, the Town has followed the design-bid-build method with a General <br /> Contractor. Since 2004, the Construction Manager at Risk delivery method has been allowed under <br /> Chapter 149A for projects estimated to cost$5 million or more. <br /> Siva Sivalogan, the Town's assigned Owner's Project Manager (OPM) was in attendance as was Gene <br /> Raymond of Raymond Design Associates the project architect of record. <br /> Mr. Sivalogan indicated that both positions are permissible for this type of project as both are publicly <br /> bid and publicly qualified. A Construction Manager at Risk is hired before a design is complete to help <br /> polish the design elements and cost assumptions associated to a project. A Construction Manager at <br /> Risk would assist with the finalization of construction documents, project phasing and schedule <br /> sequencing relative to the selection and use of subcontractors for improved coordination and to ensure a <br /> sound working relationship. Although quality and cost control is highly considered, the Town is not <br /> bound to the lowest bid in this process. A Construction Manager at Risk would act as the general <br /> contractor for the phasing and sequencing of the project, but because of the project scale, there is no <br /> financial interest. Mr. Sivalogan in closing indicated the use of a Construction Manager at Risk may <br /> streamline the project schedule. <br /> Motion made by Selectman Cahalane to consider a Construction Manager at Risk for the <br /> Quashnet School renovation project as recommended. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman O'Hara, yes Selectman Cotton,yes Selectman Sherman,yes <br /> Selectman Cahalane,yes Selectman Gottlieb,yes Opposed, none <br />
