19 <br /> Board of Selectmen <br /> Minutes <br /> September 11, 2017 <br /> Approval of letter from the Cape Cod Municipal Management Association to the Speaker of the House, <br /> Robert DeLeo: An Act Re a lating and Insuring Short-Term Rentals: <br /> A draft letter from the Cape Cod Municipal Management Association to the Speaker of the House was <br /> presented to the Board of Selectmen regarding support of legislation regulating and taxing short term <br /> rentals. Approval is required by September 12, 2017. <br /> Motion made by Selectman Gottlieb to authorize the Town Manager to execute the draft <br /> letter to House Speaker Robert DeLeo regarding an Act regulating and insuring short-term <br /> rentals. <br /> Motion seconded by Selectman Sherman. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman O'Hara,yes Selectman Cotton,yes Selectman Sherman,yes <br /> Selectman Cahalane,yes Selectman Gottlieb,yes Opposed, none <br /> Review and..qpproval of the following Board of Selectmen Policies: <br /> Policy 065 —Distribution of Selectmen Meeting Agenda(Amendment): <br /> The Board of Selectmen reviewed Policy 065 relative to the Distribution of Board Meeting Agenda <br /> proposed for revision. The purpose of this policy shall be to enhance transparency for the public and <br /> press by ensuring detailed information and back-up documents are readily accessible for each Board of <br /> Selectmen agenda item in advance of any regular scheduled Board meeting. <br /> The previous policy required staff members to post the Board of Selectmen's agenda packet online prior <br /> before a meeting. Realizing there is a time constraint within the office to get the information posted on <br /> the Town's website Selectman Gottlieb related concern the information regarding the upcoming <br /> Selectmen's Meeting is not readily available online for public review prior to the meeting. <br /> Although it was agreed the focus is to enhance transparency, approximately 30 minutes of staff time <br /> is consumed to redact private and personal information before a packet is posted for public review. <br /> The redaction of information is important to protect personal and private information. A redaction <br /> missed by human error may represent liabilities to the Town. In considering this omission the Town's <br /> website was reviewed for usage. Respectively, there were 37 reviews in this category in September, <br /> with an average review time of 1.5 minutes. <br /> As in normal course, the agenda will be properly posted in accordance with Massachusetts General Law. <br /> In concern Selectmen Gottlieb indicated this is not a matter of convenience. This is a matter of giving <br /> the public an opportunity to view what the Town is doing, and if it takes time, it takes time. <br />
