Mashpee Planning and Construction Committee <br /> Minutes of Meeting Held Thursday,August 17,2017 <br /> Mashpee Town Hall–Popponesset Meeting Room <br /> Committee Members Present: Tom O'Neill, Joe Brait, and Geoffrey Gorman.. <br /> Absent: Steve Cook. <br /> Also Present: Catherine Laurent,DPW <br /> Patty DeBoer, School Superintendent <br /> Tom O'Neill called the meeting to order at 5:30 p.m. <br /> Approval of Minutes <br /> Joe Brait motioned to accept the minutes of the Meeting of July 18, 2017; Geoffrey Gorman <br /> seconded the motion. <br /> Vote: 3 Yes. <br /> Geoffrey Gorman,yes. Joe Brait,yes, Tom O'Neill,yes. <br /> Old Business <br /> U date n MSBA Accelerated Repair Pro ram window/roof project at S <br /> Catherine Laurent reported that the Quashnet School window/roof project is still on target. She <br /> said they are waiting for the updated 60% estimate so there will be a 2-week delay in submitting <br /> the estimate to MSBA, but that won't change the staring schedule. It is anticipated that <br /> submission of the 100%funds to be done by the beginning of November. <br /> • Catherine showed the Committee the full set of the 60%Plans. <br /> • Subcommittee meeting was held last week to go over final details. <br /> • Architect will meet with MaryKate O'Brien to "fine tune" details and discuss schedule. <br /> • At the Subcommittee meeting there was a discussion about how to relocate offices and <br /> whether or not there might be space available within the school where classrooms could <br /> be shifted for 2 to 3 weeks while windows were being worked on. MaryKate thought of <br /> 3 classrooms that would be ideal to use in relocation and,perhaps, the gym, if possible. <br /> • Patty DeBoer commented that the next meeting will be to discuss the need for window <br /> shades—not only for sun shade but,more importantly, for security. The room darkening <br /> shades cost$59,000. Catherine said funding for shades was included. <br /> Catherine said a new idea that came up is a potential change in the procurement of the general <br /> contractor. She explained that for the project there will be about 7 subcontractors. The general <br /> contractor selects the subcontractors from the qualified bids. There is a new process called <br /> "Construction Manager at Risk". This entails bringing your general contractor on board now. It <br /> is a more qualification-based process; it is only for projects that exceed $5-Million in costs; and <br /> to be eligible a submission must be made to the Inspector General's Office for approval and the <br /> argument made as to why you should be approved. Catherine said the benefits are it is more <br /> qualification-based and the benefits of getting the general contractor on board and involved in <br /> the process right away makes him a team member,which is invaluable. <br />
