Town Planner Thomas Fudala , Town Planner , -attended the meeting to an e questions pertaining to his FY87 Budget . The first question`# Finance committee members had was regarding the Meeting and Conference expense . Tom explained that the $280 for the APA Convention was the cost of admission for this conference and that he would have to go to out-of-state travel expense a.ppropriated by the Selectmen to obtain tr v .1 money for this conference . Tori noted that there will be a special article requesting Yr an , Assistant with a two-year contract to help with the work- load . The expenses were drawn up with this additional person in mind . A major change in this gear ' s budget for the Town Planner was a $5 , 000 expense entitled water Quality Review. The Town Planner explained that there is no one on staff with the expertise to review the effect of subdivisions on ashpee ' s water supply . case-by-case review is needed to find how these subdivisions impact water- supply . It is the intention to establish a person, on retainer, to give the reviews . It was recommended, that i-n view of the large number- of existing water quality studies, the name of this expense would more appropriately be Hydrological Impact Consultant . Tom further explained that this would be an on-going expense and the $5 , 000 would be the ceiling figure. There was discussion concerning the increase in mapping expense , $1 , 200 in the FY87 Budget . The Town Planner explained that some of the money was being recovered through reap sales , but $1 , 200 was needed . i
