r 1' of <br /> L. � u1 �qatl <br /> NCE COMMITTEE <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> March 2 , 1986 <br /> Present : Finance Committee members , Frederic Blythe , Carol <br /> Duni an , Carl Heller , joyce Howell , Elizabeth Terry , <br /> and William Towner <br /> The Finance Committee meeting convened at 6 p . m. The <br /> Finance Committee was joined by Selectmen , Jean Thomas , and <br /> Willard Hanson , Executive Secretary , ,Jo ep,h Murphy , the Police <br /> Chief and Deputy Police Chief , the Harbormaster , members of both the <br /> Inland/Coastal Vaterw ys Commission and the Shellfish Commission . <br /> Chairman Blythe explained the reason for calling everyone <br /> in was to clarify who is responsible for patrolling the tones <br /> waterways and who is responsible for boats and personnel . It <br /> was agreed that the Harbormaster and the Assistant Harbormasters <br /> should be responsible for the boats and upkeep. The Police <br /> Department should be in charge , and the ultimate responsiblity <br /> should be with the Police Chief . The Inland/Coastal waterways <br /> Committee is basically an advisory group and a "help" group <br /> to the Police and Harbormaster . <br /> Ernie Roberts , Chairman of the Inland/Coastal waterways <br /> Committee noted the concern of liability as far as private <br /> boats patrolling for the town . Private boats are not covered <br /> under town insurance , Don Lund a member of the Committee noted <br /> that the town of Plymouth has a policy to cover individuals <br /> and private boats patrolling for the town . He agreed to look <br /> into this insurance and r-eport back to the Selectmen . <br /> Chief Frye , stated that the Police meed a boat for ten <br /> weeks in the Summer for the weekends only . He noted that he <br /> had the funds for weekend police . The police would rotate <br /> coverage to the various bays and ponds . <br /> Vern Thomas of the Shellfish Commission stated that the <br /> Commission would relinquish their two 141 boats for one good <br /> work boat . Most individuals attending the meetin .agreed that <br /> these two boats were dangerous and not suited for patrolling . <br /> It was recommended that the article submitted by the <br />
