�i <br /> r <br /> of <br /> 4E a s I i r r, was- 1 6 4 9 <br /> } <br /> COMMITTEE: <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> March 26 , 1986 <br /> Present : Finance Committee members , Frederic Blythe , Carol <br /> Dunivan , Carl Heller , Joyce Howell , Elizabeth Terry , <br /> and William Towner <br /> Ernie Virgilio , DPW Director , appeared before the Finance <br /> Committee to discuss h-is Articles on the Annual Town Meeting <br /> Warrant . <br /> Ernie is seeking a DPW five-year lease with an option to <br /> purchase for four trucks ; two dump .trucks with plow and sanders , <br /> a four-wheel drive rack body truck with plow and a four-wheel <br /> drive truck with trash compactor and plow. Ernie noted that one <br /> of his present large dump trucks has been in three accidents <br /> and has now been taken off the road because it is unsafe . He <br /> was requesting the four—wheel drive truck with compactor to <br /> pick up trash from the roads and rivers and boat landings or <br /> wherever needed . Chairman Blythe noted that the lease article <br /> was an 'f all—or—nothin " issue . The bid was for the four trucks <br /> together . Ernie noted the compactor had a six -Cubic yard capacity <br /> and would mean the DPW men would not have to keep running to the <br /> dump . Fred Blythe expressed his feeling that this all-or-nothing <br /> DPW lease was a disservice to the town . The Finance committee <br /> was in agreement that this compactor was a specialty item and <br /> could not get enough use , and was not in the best interest o <br /> the town . The Finance Committee recommended that the truck, <br /> compactor and plow be broken from the lease . The Committee <br /> was in agreement on the need for two neer dump trucks and one <br /> crew cab . Ernie was in agreement with the three trucks . Joe <br /> Murphy , Executive Secretary , joined the meeting . He explained <br /> that an Addendum would have to be sent out to the bid notice <br /> and Must go to everyone involved . This would be done immediately . <br /> The DPW is seeking to establish two new positions ; Engineer <br /> and Custodian . The civil Engineer position would have a salary <br /> of approximately $23 , 800 with benefits . Ernie noted they would <br /> be looking for a .recent graduate , someone just starting out. <br /> The Finance Committee felt that it might be difficult to find <br /> n engineer- willing to start with such a law pay scale and <br /> with no experience would require a lot of supervision and a lot <br /> of Ernie ' s time when he could be do.zng something else.
