of
. a L111 ZiI
fflardivrr, Mass. 9549
ANCE COMMITTEE
FINANCE COMMITTEE MINUTES
Town Hall
April 1 , 1986
Present : Finance Committee members , Frederic Blythe , Carol
univan , Carl Heller , Joyce Howell , Elizabeth Terry ,
and William Towner and 'Town Accountant , Vern Polka
The Cablevision Co mitte appeared before the Finance
Committee to discuss heir FY87 budget . The Budget was
submitted on January 22 , 1986 , but was not received by the
Finance Committee until April 1 , 1986 .
The Cablevision Committee was seeking $500 for reimbursements
of telephone calls . Chairman Blythe stated that he could not
go along with reimbursement for telephone calls made on a private
telephone . It was recommended that Mr .. Pletrowski seek permission
of the school committee to use the school telephone and they in
turn would be reimbursed . The Finance Committee also questioned
the $1 , 000 for educational conferences . The Cablevision - Committee
stated that this would be for approximately four conferences
for two committee members . The Finance Committee reiterated
their position on board secretaries to advisory committees , stating
that they would only be allowed $200 for a board secretary . This
would represent a secretary for four public hearings annually and
four- hours to transcribe the minutes of each public hearing .
The Cablevision budget was received to late and was not
typed on the omnibus and the Warrant for the Town Meeting is
closed . The Finance Committee agreed that $1 , 000 should go into
the Municipal Board expense account and Cablevision would have
to go to this account . The Cablevision Committee has the $1 , 200
for the mailing of the Survey to residents , to see if town
residents are interested in cable . This surrey is being railed in
July and results tabulated by September 10th . At this point ,
the Finance Committee and Cablevision Committee will have a better
idea of what the town wants and ghat is feasible . And at this
point, the Cablevision Committee could go to the Special Town
Meeting for funds . They agreed with this proposal but expressed
some concern relative to the Article on the Annual. Town Meeting
