Minutes of Meeting of
Mashpee Plan Review Committee
Held Tuesday, September 19, 2017
Mashpee Town Hall Waquoit Meeting Room
Plan Review Members Present:
Michael Mendoza , Building Commissioner
Thomas Rullo, Fire Chief
Catherine Laurent, DPW Director
Glen Harrington, Health Agent
Tom Fudala, Town Planner
Katelyn Cadoret, Assistant Conservation Agent
Michael Mendoza called the meeting to order at 9:10 a.m.
Project Address: Approx. 540 Falmouth Rd/Great Neck Road South
and Falmouth Road
Business name: Mobilitie, LLC
Owner/Agent: Lyle Bookbinder
Representative: Lyle Bookbinder
Requests: Proposes to attach wireless backhaul transport
Equipment to an existing utility pole in the public right-of-way
At Great Neck Road South and Falmouth Road, with electricity
Connection.
Lyle Bookbinder appeared and said he is a civil engineer out of Rhode Island and is here to represent
Mobilitie, a wireless infrastructure company, which is registered through the Department of
Telecommunications and Energy.
• The wireless backhaul transport equipment they are proposing is to be attached to an existing
pole that is next to Smitty's Ice Cream (Sotheby's Real Estate) at the Mashpee Rotary.
• Pole on MassDot property, District 5.
• Mr. Bookbinder said the Plans show that there is an antenna on top of the pole and a power
hook-up on the side as well.
• The small pole device is low powered—not a high powered device used on high towers.
• Mr. Bookbinder showed 2 photos of poles with equipment attached that were approved at
other locations in the Barnstable jurisdiction. Mike Mendoza said so this is basically what it is
going to look like--one pole with one unit at this specific location. Mr. Bookbinder said "yes",
at this time.
• The backhaul transport equipment is used to augment the existing network for any wireless
network device.
Glen Harrington asked how these are powered. Mr. Bookbinder said Eversource will bring power
down through the pole, and it has a disconnect capability. No excavation; completely wireless; fiber
optics within the unit and meter. No transformer at the ground. A separate line will be brought over
to the pole (per Plans submitted).
