Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> April 7, 2015 at 6:30 pm <br /> Mashpee Town Hall <br /> Present: Chairman Walter Abbott, Berkeley Johnson, Allan Isbitz, Marie Stone <br /> Also: Selectman Mike Richardson <br /> Absent: Bruce Willard <br /> CALL TO ORDER <br /> Chairman Abbott opened the meeting at 6:35 p.m. with a quorum and the roll was called. <br /> OTHER BUSINESS NOT ANTICIPATED <br /> John McShane <br /> Developer John McShane was in attendance at the meeting to discuss a project that he previously <br /> had permitted and located near Main Street Village on Route 130 and featuring a percentage of <br /> affordable housing. The Chair expressed concern regarding the loss of some affordable units <br /> eliminated from Mashpee's affordable housing count. It was noted that the first affordable <br /> condominium unit lost from Main Street Village was due to foreclosure proceedings because the <br /> bank was not bound by the restriction. It was suggested that there was an additional unit where <br /> the owner successfully removed the affordable housing restriction through Land Court. More <br /> information was needed about this case as it was unclear how an owner could remove the <br /> affordable housing status when it was deed restricted. Mr. McShane confirmed that the units <br /> were deed restricted for affordable housing with no expiration. Mr. Isbitz felt that the deed <br /> restriction could not be removed. Chairman Abbott will look in to the matter further noting that <br /> the affordable housing count was now 276. <br /> Mr. McShane summarized his subdivision plan and its location. Although the project had been <br /> approved, the roadway half completed, the bank backed out of the project. The granted 3-year <br /> extension also expired so Mr. McShane planned to reapply for a new permit and was seeking the <br /> support and input from the Affordable Housing Committee. There were no plans to alter the 8 <br /> single family detached units consisting of Cape, saltbox and ranch style homes, similar to the <br /> existing homes located on Center Street. Mr. McShane had also been in contact with a group <br /> seeking housing for disabled veterans. Mr. McShane was aware that there was a need for rental <br /> units. Mr. Isbitz inquired about the number of affordable units that would be created from the <br /> plan and Mr. McShane confirmed that it would be 2 of the 8 units utilizing the 40B <br /> Comprehensive Permit. Mr. Isbitz agreed that there was a need for rentals but appreciated that <br /> the plan had already been approved and previously permitted and would not want to add any <br /> more obstacles, and recommended support of Mr. McShane's project as there still existed a need <br /> for home ownership. <br /> Chairman Abbott recommended that Mr. McShane put together a packet and the AHC would <br /> submit a letter of support. Mr. McShane requested that the AHC submit their support to the <br /> Board of Selectmen, and that he would also be filing with the State Board of Appeals. Mr. Isbitz <br /> expressed interest in reviewing the specific details as it related to the affordable housing units <br /> and suggested that Mr. McShane return to the next meeting with more information to be <br />
