4
considered by the Committee. The Chair inquired whether the abutters would have an issue with
the project and Mr. McShane noted that there was no opposition when it was previously
approved. To Mr. Johnson's question, Mr. McShane confirmed that the affordable units would
look no different from the other units. Mr. McShane also stated that there was consideration
about offering a garage as well creating visitable units with zero entrance.
APPROVAL OF MINUTES-October 7, 2014 & February 3, 2015 & March 3, 2015
MOTION: Ms. Stone made a motion to accept the October 7 minutes. He had no recollection of receiving Mashpee's AHPP prior
to receiving the letter dated March 27, 2015, Mr. DeMartino was receptive of the plan and
wished to work with.the Town in order to get the pian approved, Guidelines at DHCD have
changed over the years so it was likely that the Town would receive comments that would need
to be incorporated into the plan. The Chair suggested that there may have been some confusion
about who was responsible for submitting the approved plan to DHCD. The Chair inquired
about new deadlines and Mr. Isbitz confirmed that the approved plan expired in 2010 and the
2012 plan, with minor changes and then approved, would be good until 2020. Mr. Isbitz stated
that DHCD had one month to respond, and the plan would be automatically approved in 3
months if they did not respond. Mr. DeMartino hoped to have the plan returned to Mashpee with
comments in 2 weeks.
Town Meeting Articles
The Chair reported that both Habitat for Humanity requests for funds would appear on the
Warrant. The Chair added that the permits had already been pulled for both properties.
The Chair also confirmed that the RFP would not appear on the Warrant. The Chair followed up
on the 85 bedrooms identified in the RFP and learned that Town Planner Tom Fudala had not
been involved with identifying that number. It was suggested that the Town Planner should be
responsible for identifying the appropriate number of bedrooms. The Chair noted that a
guideline may be responsible for calculating the number of bedrooms but that the figure came
out of the Town Manager's office. Selectman Richardson indicated that the Board of Selectmen
had not identified the number of bedrooms but noted the goal to build on both lots and recalled a
question regarding the number of bedrooms allowed. Mr. Isbitz suggested that number was
limiting and recommended that someone with technical knowledge about the calculation be
responsible for considering the appropriate figure or allow RFP respondents to identify the
2
