Mashpce Affordable Housing Committee <br /> Meeting Minutes <br /> ,lune 8, 2015 at 6:30 pm <br /> Mashpee Town Hall <br /> Present: Chairman Walter Abbott, Allan Isbitz, Bruce Willard <br /> Absent: Berkeley Johnson, Marie Stone <br /> CALL TO ORDER <br /> Chairman Abbott opened the meeting at 6:35 p.m. with a quorum and the roll was called. <br /> APPROVAL OF MINUTES-May 5, 2015 <br /> MOTION: Mr. Willard made a motion to accept the minutes. Mr. Isbitz seconded the <br /> motion. All voted unanimously. <br /> OLD BUSINESS <br /> Mashpee Commons <br /> Chairman Abbott reported that the paved road had been installed and anticipated a possible 6 <br /> affordable rental units this year with an eventual total of 25 affordable units. <br /> RFP/Feasibility Study <br /> The Chair stated that Assistant Town Manager Tom Mayo had returned to Town Hall. An <br /> application for a"Path" Grant, to the State, initially requesting $20,000 had been reduced to <br /> $10,000. The Chair indicated that there had been question from Laura Shufelt regarding whether <br /> 950 Falmouth Road would be acceptable for affordable housing, so funding for a preliminary <br /> study had been approved only to consider access and infrastructure analysis. The $10,000 study <br /> would not need to go to bid so it was expected that it would be completed again by Horsley & <br /> Whitten. DHCD has requested an updated work plan and Mr. Mayo was drafting a new scope of <br /> services. Chairman Abbott inquired with Mr. Mayo about including the Affordable Housing <br /> Committee on the study. The Chair felt that it did not look good for the October Town Meeting. <br /> Mr. Willard expressed his disappointment that 950 Falmouth Road may be off the table for <br /> consideration. As a resident of Quashnet Valley Estates, Mr. Willard and other area residents <br /> had hoped that the affordable housing project would be spread out between two sites. It was <br /> hoped that the scope of services would be available for the next AHC meeting. There was <br /> discussion regarding the benefit of having the same firm complete the study for both sites. <br /> MOTION: Mr. Isbitz made a motion to recommend to the Town Manager that the same <br /> firm that did 209 Old Barnstable Road do the feasibility study for 950 Falmouth Road. <br /> Mr. Willard seconded the motion. All voted unanimously. <br /> Mr. Willard inquired about the next steps needed to be prepared for Town Meeting. The Chair <br /> stated that it would depend upon the results of study. Mr. Isbitz pointed out that the site should <br /> be identified as feasible or not with this initial study. It was suggested that the new Town <br /> Manager be invited to attend a future meeting, noting that Ms. Mason would be departing on July <br /> 17. <br />
