Warrant Article on Funds for Affordable Housing Trust
It was noted that a Resolution had been forwarded to the Board of Selectmen on July 8 advocating that
the Affordable Housing Trust be funded to implement goals of the Affordable Housing Production
Plan. Mr. Isbitz explained that most towns used CPA funds to assist in the development of affordable
housing, including the issuance of RFPs and closing gaps in promising projects. Mr. Isbitz added that
DHCD would be seeking commitment from the Town for projects through its funding efforts of
affordable housing. The Chair indicated that the Trust had met just one time, noting that it was not
typical to have all Selectmen sitting on the Trust. There was discussion regarding the possible
available funds that could be transferred to the Affordable Housing Trust including CPA funds and
mitigation funds available from the Cape Cod Commission.
Land Distribution Project
The Chair reported that he had attended a meeting with Mr. Fudala and Mr. Isbitz regarding the Land
Distribution list and noted that there were no appropriate parcels available under Conservation but that
there were some possibilities in the Reserve category. Ms. Stone referenced a positive meeting with
the members of the Board of Selectmen and Town Manager regarding the distribution of land in
relation to the Wampanoag Land in Trust application. Ms. Stone felt positive about working
collaboratively through a transparent process of the land distribution.
Mr. Isbitz pointed out that there were two possible projects to consider including the VFW site with
surrounding land and smaller parcels located down the road that could be combined to develop
contiguous parcels. Funds would be needed to assess feasibility. Selectman Cotton recommended
developing a brief explanation of details and challenges to create a pipeline or road map of multiple
affordable housing opportunities. The Chair will discuss it further with Mr. Fudala.
Restoration of 5-7 Existing Homes
Chairman Abbott indicated that he had no additional information regarding the housing locations
referenced by a Mashpee resident interested in renovating homes for the purpose of affordable
housing.
NEW BUSINESS
Meetinghouse Housing Project Report
The Chair inquired about whether the units would be 40B and Ms. Stone responded that she did not
believe that they would need to file 40B once a Record of Decision was filed on the Wampanoag land.
Filing 40B would force the Tribe to open the housing to the public. It was believed that the Town
would still receive credit toward its affordable housing inventory with the land in trust, but more
information was needed.
Ms. Stone inquired about the possibility of utilizing Plaza del Sol for affordable housing but the feeling
was that it was too extensive for the Town to pursue. There was further discussion regarding
identifying other options for housing and looking outside of the box.
EDUCATION/1VIARKETING
Material from Newspaper
The Chair pointed out an editorial that appeared in the paper.
NEWS
3
