1 <br /> Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> October 6, 2015 at 6:30 pm <br /> Mashpee Town Hall <br /> Present: Chairman Walter Abbott, Berkeley Johnson, Bruce Willard <br /> Also Present: Town Manager Rodney Collins, Selectman Tom O'Hara <br /> Absent: Allan Isbitz, Marie Stone <br /> CALL TO ORDER <br /> Chairman Abbott opened the meeting at 6:35 p.m. with a quorum and the roll was called, <br /> APPROVAL OF MINUTES-September 1, 2015 <br /> Minutes deferred because a quorum of attending members was needed. <br /> OLD BUSINESS <br /> Feasibility Study <br /> The Chair reported that he was in receipt of a memo from Horsley Witten indicating that the feasibility <br /> study was moving along for 950 Old Falmouth Road. The Chair read the memo to the Committee <br /> regarding work that had been completed. The report was expected to be completed by Friday, October <br /> 17. The Chair indicated that there had been a negative report from the Water Department to Laura <br /> Shufelt about the site, but details were unknown. There was discussion regarding Tom Mayo's <br /> development of an RFP that would allow bidders to bid on both properties or each site individually. <br /> Bridges of Mashpee <br /> Chairman Abbott indicated that Town Manager Collins would be seeking additional information to <br /> determine whether the six affordable units would be counted towards Mashpee's affordable housing <br /> rate. Mr. Collins stated that he would be following up with a contact to confirm one way or another <br /> whether or not the Town was due the credit. <br /> Affordable Housing Committee Summary <br /> The Chair provided an update to Mr. Collins regarding work completed by the Committee over the last <br /> few years, including the update of the Mashpee Affordable Housing Production Plan and the <br /> Committee's efforts to identify sites that would be appropriate for rental workforce housing. There <br /> was also discussion about Mashpee Habitat for Humanity homes totaling an assessment of$1 million. <br /> Chairman Abbott also discussed the status of the Mashpee Commons plans, designed to eventually <br /> offer 96 affordable housing units. It was also noted that the Wampanoag development had its roads <br /> and utilities installed. Mr. Collins stated that a letter, authorized by the Board of Selectmen, and <br /> resolution had been forwarded to the Tribe regarding land being placed in trust. The Town <br /> congratulates the Tribe on having land placed in trust and looks forward to working with the Tribe on <br /> all matters of mutual interest. The Chair indicated that 56 homes were anticipated in the development, <br /> but there was question whether it would be counted toward Mashpee's affordable housing rate. <br /> Mr. Collins indicated that he would make himself and his office available as needed. Mr, Collins also <br /> noted that Tom Mayo was designated as a liaison to work on affordable housing issues. Mr. Johnson <br /> summarized the role and challenges of the Affordable Housing Trust and the fact that it had met only <br /> two times in 5-6 years. Mr. Johnson expressed concern that the Trust included all of the Selectmen, <br /> noting some of the successful practices in other towns. In particular, it was noted that it was <br />
