ACTION ITEMS
Glen said if the Zoning Noise Bylaw is reviewed he would like to be informed because it
is his responsibility to enforce it under the nuisance regulation and one of the issues is
"does it cause harm". Glen said any change affects his enforcing the regulation. Glen
said definitions are important and it is necessary they have clear and concise definitions
to be used in enforcement. Meg Santos will discuss this with Glen to get information and
then schedule for a future meeting.
Meg said a question that comes up repeatedly is "who enforces the bylaws"? Ed said if
that's not specified in the bylaws then it should be discussed further. He said obviously
the Town Manager would be the appointing authority.
Drew McManus said Natural Resources is a new department so will probably have new
bylaws to be connected to them. Ed agreed and asked Deb Dami to schedule for a future
meeting.
Deb Dami will prepare and email a notification to all interested parties that is, all
boards/committees and all department heads—informing that the Bylaw Review
Committee is reviewing all bylaws and any input or questions they have regarding
existing or proposed bylaws should be referred to her for submission to the Review
Committee.
Adjournment
Paul Robillard motioned to adjourn the meeting; Deborah Dami seconded the motion;
and it was unanimously passed. The meeting adjourned at 5:20 p.m.
Respectfully submitted,
ie
n Giliberti,
ording Secretary
3
