Future Meetings (continue
Drew McManus asked whether it would be appropriate for him to represent the
Conservation Commission on bylaws pertaining to them since he is a member of this
Review Committee. Ed Larkin responded that if the Conservation Commission defers to
him, it is definitely acceptable for him to present on their behalf
Bylaws Impacting_Board of Health
Glen Harrington addressed the Committee and said BOH is considering perhaps adding 2
Alternate members to the Board. They would leave the 3 member Board but would add 2
Alternate members who would be allowed to vote.
The Review Committee members offered that perhaps instead of adding 2 Alternates the
BOH may want to increase Board members to 5, rather than the current 3. Ed Larkin said
sometimes a member feels more involved, rather than At-Large status. Also, members
are privy to more information and feel more involved.
Following the discussion, Glen said he would get input from other town boards on Cape;
and, in addition, all 15 Health Agents on Cape attend a monthly group meeting and he
will get feedback from the Agents at their next meeting. Glen will then present the
feedback to the Board of Health for their review and decision. Glen will inform Deb
Dami of the outcome.
Drew McManus mentioned that Conservation Alternate has to attend 75% of the
meetings.
Deb Dami noted that under the bylaw the Board of Health appoints the Health Agent.
She said since BOH is now appointed, has that bylaw changed? Glen responded that as
far as he knows it has not changed. He said BOH has responsibility for operations and
regulatory responsibilities; and under the Charter the Town Manager has the town
administrative responsibilities.
MEETING SCHEDULE
Following meetings have been scheduled:
• 4:30 p.m., Thursday,November 9, 2017 at Town Hall.
• 4:30 p.m., Thursday,November 30, 2017 at Town Hall.
2
