Iashpee Affordable Housing Committee <br /> Meeting Minutes <br /> June 7, 2016 at 6:30 pm <br /> Mashpee Town Hall <br /> Present: Chairman Walter Abbott., Allan Isbitz, Bruce Willard <br /> Also-, Selectman Toni O'Hara <br /> Absent: Berkeley Johnson, Marie Stone <br /> ALL To ORDER <br /> Chairman Abbott opened the,meeting at 630 p.m. with a quorum and the roll was called. <br /> The Chair requested a roll call Grote to add reorganization of the Committee to the agenda. <br /> Mr. Willard made a motion by roll call vote to add to the agenda the re-election. Mr. Isbitz seconded the <br /> motion. Mir. Isbitz, yes; Chairman Abbott,yes; Mr. Willard, yes <br /> APPROVAL of MINUTES-January 2 , 2016 & April 5, 201 <br /> There was no quorum of attending members to approve the January minutes. Committee members approved <br /> the April minutes <br /> Mi. Isbitz made a motion to approve the minutes of April 5. Mr. Villard seconded the motion. All voted <br /> unanimously,. <br /> HAS" DISCUSSION <br /> Rate Ferreira, from.Housing Assistance Corporation, was present to discuss affordable housing issues. HAC is <br /> a private, non-profit organization established 42 years ago with 125 employees. Among affordable housing <br /> services offered, HAC advises on home weather-ization, reverse mortgage advice, closure prevention, Section 8 <br /> vouchers and development of housing. HAC was involved with the 10 units at Great Cove, now managed by <br /> the Mashpee Housing Authority. Ms. Ferreira. described the process by which they developed the 7-units of <br /> p g <br /> f'arrrl housing, tai credit prod ect, located on Route 134 in Dennis. The process included the town's RFP, the <br /> acquisition of funding such as CPA funds and local funding. Ms. Ferreira noted that MassHousing or NffW can <br /> offer free technical assistance to communities looking to develop parcels for housing. Companies that develop <br /> parcels include HAS, Dakota} POAH, Stratford Group and. Community Builders. HAC has developed projects <br /> g <br /> avers in 7 units. Ms. Ferreira.also discussed the challenges of limited land versus looking Cape like and the <br /> averaging <br /> need to match neighborhoods so that rentals fit in to the area and appear more residential than apartment <br /> buildings. <br /> Chairman Abbott discussed h ashp ee's affordable housing efforts and Committee history, including information <br /> about thep ossible current parcels to be set aside for affordable housing. It was announced that Wayne Taylor <br /> had been hired to serve as Assistant T6 n Manager, and who will assist with affordable housing efforts in <br /> Mashce. There was discussion regarding the possible 20- 0 units at Old Barnstable and the 0- 0 possible <br /> P <br /> units at 950 Falmouth, and whether the sites would be offered separately or jointly in an RFP. Mr. Isbitz stated <br /> his preference that the RFP offer one site or the other or both sites combined lir order to generate the most <br /> interest. Ms, Ferreira inquired about any concerns regarding the sites and whether-there were abutters. It was <br /> thought that there may be access or infrastructure costs and issuesx but r. Isbitz felt that the preliminary report <br /> indicated that the issues were not insurmountable at Falmouth Road. Regarding abutters, there was a buffer and <br /> dirt road at Falmouth Road. Mr. Isbitz suggested that the Committee was not discouraged from proceeding. <br /> Ms. Ferreira agreed that an RFP offering options would make sense And would allow responders to share their <br /> own innovative ideas to develop the site or sites. <br />
