MIs. Ferreira,described their innovative project in Hyannis and west Barnstable which developed 12 units for <br /> senior housing on route 149 and 28 units of family housing adjacent to the YMCA on route 132. MIs. Ferreira <br /> noted the challenges of managing costs for two separate sites, such as plowing at two different locations, as well <br /> as providing management at both sites. MIs. Ferreira expressed concern that the Committee might be painted <br /> into a corner should the Town release an RFP requiring both sites to be developed as a single development. Ms. <br /> Ferreira stated that the Town would be able to outline their needs in their RFP and award based on their housing <br /> requirements. MIs. Ferreira pointed out that responding companies would determine whether or not the project <br /> would work with their goals. Ms. Ferreira used the example of their recent Dennis project where the Town <br /> showed their support of the project by offering the land for 1 and providing CPC finds, adding that there were <br /> no resentful neighbors to the project. <br /> Chairman Abbott detailed the VFW leased parcel being promoted by Selectman O'Hara for a nixed-use <br /> development. Selectman O'Hara stated that he had been working with the FDIC to assist with the engineering <br /> costs of theproject. Additional interest has since been expressed about the 5 acres site. Selectman O'Hara <br /> stated that an entire game plan would be developed for the site within the 80,000 square feet assigned to the <br /> VFW, Selectman O'Hara indicated his hope that the plans would include a hotel as well as commercial <br /> business, affordable and senior housing. Selectman O'Hara felt that it was a good site, with few abutters, Ms, <br /> Ferreira responded that she liked developments offering mixed housing to include home ownership, market rate <br /> and workforce housing. In reference to sewering, Selectman O'Hara. stated that the hotel could be a major <br /> player to assist with wastewater. <br /> In reference to the length of time for a project to be completed, MIs. Ferreira responded that tax credit projects <br /> could take up to 5 years, start to finish. Town support helps to make the process easier and offers a.stronger <br /> application for funding. Mr, Isbitz Noted that Governor Baker was supporting funding for affordable housing <br /> and that DHCD had funds to.support small projects. MIs, Ferreira also referenced accessory apartments as a <br /> way to increase affordable housing and recommended the Committee gain a better understanding of the bylaws <br /> to work toward creating more units. The Chair felt that it would not create a lot of units, not unlike the single <br /> homes built by Habitat for Humanity, Mfr. Isbitz referenced a Senate vote that would encourage accessory <br /> housing as a. means to keep seniors in their homes. The Chair noted that Mlashpee Commons would be adding 7 <br /> units of affordable housing with a lottery taking place xn June. There was also discussion regarding the need to <br /> control costs of affordable housing and 11s. Ferreira described a means by which their attorneys were paid in <br /> percentages based on the budget. <br /> Mfr. Isbitz inquired whether MIs. Ferreira was familiar with cottage housing as a possible design approach with <br /> different <br /> options. Chairman Abbott referenced the Mashpee sponsored cottage housing seminar developed with <br /> p p <br /> theap e Cod Commission and available as a link on the Affordable Housing Committee's web page. MIs. <br /> Ferreira responded that ultimately their goal was to increase affordable housing. Mr. Isbitz inquired about the <br /> p <br /> management agents that MIs. Ferreira had worked with and she listed MB Management, Federal Management <br /> and FO AH Communities, MIs. Ferreira indicated that FOA.H now managed most of their sites. <br /> OLD BUSINESS <br /> Selectman Liaison Update <br /> Selectman O'Hara reported that Wayne Taylor had been hired as the Assistant Town Manager and that he <br /> would be meeting with him. SelectmanO'Hara referenced cottage housing and inquired whether it was similar <br /> to the trailerp p l�a.rk, Mr. Isbitz responded that cottage housing would be deed restricted 50-100 years in order to <br /> be DHCD approved. There was discussion regarding water issues at the trailer park site. <br /> Selectman. O'Hara then expressed concern about Bill Hane 's cluster development subdivision of 13-14 homes <br /> on Blue astle e rasse Load, featuring 3-4 affordable homes, and suggested that the Planning Board and <br /> Torn Fudala wereoing pull uli the permit at last week's meeting.
