10 <br /> Community Preservation Committee <br /> Minutes <br /> November 16, 2017 <br /> Habitat for Humanity of Cape Cod, Warren Brodie, Jeff Brown <br /> Scattered Site Mashpee Community Housing purchase/pre-development/construction- (3) <br /> Homes: 56 DeGrass Road, 341 Great Neck Road North_L: (continued) <br /> There was a question as to why only 2 houses would be situated on a 43,560 square foot lot. The <br /> question remained unanswered but it may have to do with the driveway and access to the site as <br /> well as requirements to maintain a certain percentage of open space land. In terms of Title V, six <br /> bedrooms on one acre may be the limit, It was noted the DeGrass site takes into consideration <br /> the open space reserve. <br /> An additional question was asked regarding the use of alternative septic systems. Mr. Brodie <br /> indicated alternative septic systems are expensive, and require ongoing monitoring costs. This is <br /> not practical for affordable housing. It was noted the application for affordable housing is quite <br /> rigorous requiring sweat equity hours, education, budget counseling, and workshops. Habitat <br /> also seeks donations from neighbors to engage the community and to actively address the need <br /> for affordable housing in town. A letter of authorization was presented to the Board of Selectmen <br /> at their last meeting. The project application included a letter of support from Tom Fudala, the <br /> Town Planner. Mr. Fudala indicated the one acre Great Neck Road North property does not <br /> conform to current zoning requirements and construction of the two houses would need approval <br /> of a Comprehensive Permit by the ZBA. The resulting density although not conforming to <br /> current requirements is actually less than that of 15 lots to the north, so it should not be <br /> disruptive to the character of the area. <br /> It was noted the Planning Board is very pleased with the project including the DeGrass lot. <br />
