9 <br /> Community Preservation Committee <br /> Minutes <br /> November 16, 2017 <br /> Habitat for Humanity of Cage Cod, Warren Brodie, Jeff Brawn <br /> Scattered Site Mashpee Community Housing; purchase/pre-development/construction- 3 <br /> Homes: 56 DeGrass Road 341 Great Neck Road North <br /> Habitat for Humanity of Cape Cod Board Member Warren Brodie was in attendance with Jeff <br /> Brown Director of Land Acquisition and Permitting to review the Mashpee affordable housing <br /> application entitled Scattered Site Mashpee Community Housing with members of the CPC <br /> Committee. Habitat for Humanity has completed numerous homes in the Town of Mashpee with <br /> the assistance of CPA funding. Habitat is a 501(c) 3 non-profit organization formed in 1988. To <br /> date a total of 116 homes have been built on Cape Cod, with 20 situated in the Town of <br /> Mashpee. Mr. Brodie indicated this is reflective of an excellent relationship Habitat for <br /> Humanity has with the Town. <br /> A total of three parcels are proposed for the affordable housing project. Mr. Brodie noted the <br /> homes would all be three-bedroom ranch-style homes constructed with a farmer's porch. The <br /> style is most desirable, is volunteer-friendly to build and it is adaptable to a buyer-household <br /> member who has a disability. The first home would be situated at the site, 56 DeGrass Road. <br /> The additional two homes would be constructed on a one-acre site referenced as 341 Great Neck <br /> Road North. Mr. Brodie indicated the site located in an R-5 zoning district is deemed <br /> unbuildable as it does not conform to the Town of Mashpee zoning. Funding for the Great Neck <br /> Road property is conditioned on obtaining permission from the ZBA. The DeGrass site is part of <br /> a subdivision plan, with conditions imposed by the Planning Board for affordable housing. <br /> Mr. Brodie explained the Great Neck Road North property is valued at$17,000 for open space <br /> use only. The purchase has not gone through as it is a non-conforming site, deemed unbuildable. <br /> The additional cost assumption for this project includes $50,000 for each the three homes. The <br /> total CPA project request is $167,000. Appraisal costs are included in this assumption. <br /> Habitat for Humanity is known for building great sustainable homes which are constructed with <br /> efficient materials where possible. All homes would be deemed affordable in perpetuity under <br /> the guidelines of DHCD and LIP program. <br /> Discussion followed with respect to local preference which may be a condition applied to the <br /> CPA funding. With respect to this regard, Mr. Brodie stated that Habitat requests the maximum <br /> local preference and often obtains two out of three earmarked for Mashpee residents. It was <br /> noted the homes are affordable to very low income households earning at or less that 65% of the <br /> area median income. The three-bedroom homes are estimated to cost$147,500. <br />
