8 <br /> Community Preservation Committee <br /> Minutes <br /> November 16, 2017 <br /> Housing Assistance Corporation, Laura Reckford—Cape HousingInstitute: (continued) <br /> It was noted the Housing Assistance Corporation is a 501(c) 3 non-profit organization. The HAC <br /> develops affordable housing. Additional programs include homeless outreach, the operation of <br /> four family shelters on Cape Cod, homeless prevention and counseling as well as overseeing an <br /> estimated 1,200 Section 8 vouchers. The Housing Assistance Corporation also operates a full- <br /> service real estate department to assist in the purchase and sale of market rate and affordable <br /> units. Other programs include weather upgrades, and counseling. Recent projects held in the <br /> Town of Mashpee include the Big Fix event and the construction of the Great Cove Community <br /> affordable housing project, formerly known as Breezy Acres, a CPA funded project. <br /> Ms. Reckford indicated that CPA support of efforts and initiatives is a permissible expenditure, <br /> used to educate and to allow the acquisition, creation, and preservation of community housing. <br /> Ms. Reckford noted that CPA funds have been used for housing consultants and for staff. In <br /> second year the Institute plans to utilize their housing staff to provide support to Mashpee to <br /> allow more flexibility in addition to the workshops in terms of use of consultants. This would <br /> streamline the process for the Town. <br /> In considering the budget proposal, it was noted the Housing Assistance Program and the <br /> Community Development Partnership which services towns in the Lower Cape contribute to <br /> offset budgetary shortfall. The application states the proposed Cape Housing Institute budget is <br /> $156,200. There was a breakdown of the budget reflective of a$105,000 income. Ms. Reckford <br /> was requested to revise the application to correct the income discrepancy. <br /> Ms. Reckford indicated the Cape Housing Institute also conforms to several items listed in the <br /> Town of Mashpee Community Preservation Committee's criteria for affordable housing, <br /> including contributing to the goal of achieving 10% affordable housing. <br /> In further considering this proposal, it was suggested the CPC consult Town Counsel regarding <br /> the classification of this project; as support or as consultant services. In addition, Town Counsel <br /> would be asked if CPA funding was permissible if the forum was held outside of the Town of <br /> Mashpee. Ms. Reckford was requested to present evidence to the Community Preservation <br /> Committee regarding this type of support utilizing CPA funding. <br /> Cape Housing Institute members Mary Waygan and Bud Abbott spoke in support of the <br /> program. <br />
