7 <br /> Community Preservation Committee <br /> Minutes <br /> November 16, 2017 <br /> Housing Assistance Corporation, Laura Reckford—Cape Housing Institute: <br /> Laura Reckford, Housing Assistance Corporation(HAC), Director of Community Relations was <br /> in attendance to review the Cape Housing Institute proposal with Bud Abbott of the Mashpee <br /> Affordable Housing Committee and CPC and Planning Board member Mary Waygan, new <br /> graduates of the Cape Housing Institute program in Year 1. Additional Town officials attending <br /> the Institute include Selectman John Cotton. <br /> It was explained the program was offered at four locations throughout the Cape. The Mashpee <br /> Library was selected as the most convenient site for the Upper Cape. A total of six sessions were <br /> held in the interactive series. The curriculum included an introduction to housing, a planning <br /> and needs assessment, zoning and site selection, financing 101 and development, making the <br /> case for affordable housing and developing an action plan. The workshop series is beneficial to <br /> municipal officials and staff to gain knowledge and skills to develop a comprehensive housing <br /> supply strategy. Select boards include Town Councils, Planning & Zoning Boards, Community <br /> Preservation Committee members, Housing Trusts, Housing Committees, Housing Authorities <br /> and Town staff members. <br /> A total of 140 throughout the Cape regularly attended the workshop series. The Town of <br /> Mashpee represented approximately 5% of the attendees. There were eleven speakers discussing <br /> the mentioned topics, who assisted with development strategies to plan for future affordable <br /> housing needs and growth. <br /> The CPA funding request for this project is $15,000. The cost of the proposed project is <br /> $156,200. This application is seeking funding to support the second year of the Cape Housing <br /> Institute planned to begin on July 1, 2018 through June 30, 2019. The budget includes <br /> sponsorship monies as well as $15,000 contributions from other Cape towns. <br /> Mashpee is the first community that HAC is seeking CPA funding from. A meeting is scheduled <br /> with the Town of Truro on November 17, 2017. Ms. Reckford indicated she intends on <br /> presenting this proposal to all 15 towns in request of the same amount of funding. It was noted <br /> there is a window in terms of funding rounds in other towns relative to CPA appropriations. In <br /> the program, eight persons would be employed. <br /> Members of the Mashpee Community Preservation Committee requested a schedule of visits to <br /> the other Cape towns,to include the application timeline for additional possible funding <br /> contributions. <br />
