3 <br /> Capital Improvement Program Committee <br /> Minutes <br /> February 2, 2016 <br /> Police Department: (continued) <br /> The total lease/purchase commitment for Police Vehicles in FY17 is$191,500. This is a <br /> committed expenditure in the capital program. A new 12-year Vehicle Replacement Plan <br /> through FY28 was presented to the CTP for additional review. <br /> It was noted that last year, the Police Department operating budget was increased to <br /> allow for the purchase of operational equipment such as portable radios and fire arms. <br /> This alleviates future capital budget requests for operational items. <br /> There were no issues or questions with regards to this appropriation. <br /> DPW: <br /> Catherine Laurent,Director of Public Works reviewed the following needs of the DPW. <br /> In the FYI CIP program$261,404 was funded for upgrades to the Department of Public <br /> Works. In the lease purchase program a total of six vehicles were funded. The following <br /> 6-vehicles are committed for funding in the FYI capital program; <br /> E-1: 2015 International 6-Wheel Dump Truck Year 3of 3 $43,202 <br /> E-2: 2015 International 6-Wheel Dum Truck Year 3 of 3 $43,202 <br /> E-3: 2016 Ford F550 DmR Truck Year 2 of 2 __ $18,857 <br /> E-4.:_2016 International 6-Wheel Dump Truck Year 2 of 3 $45953 <br /> E-5: 2016 Ford F550 Dump Truck Year 2 of 2 $18,857 <br /> E-6: 2016 Ford F250 Year 2 of 2 $11,985 <br /> Total Committed Lease Purchase: $182,056 <br /> Five vehicles will be paid for in fiscal year 2017. <br /> In FYI 7, the DPW Director recommended the CTP consider the additional equipment <br /> purchase and vehicle and equipment lease purchases; <br /> E-7: Tractor—Outright Purchase $60,000 <br /> E-8: 6-Wheel Dump Truck Year 1 of 3 $60,000 <br /> E-9: Front End Loader Year 1 of 3 $60,000 <br /> E-10: Small Dump Truck Year 1 of 2 $40,000 <br /> Ms. Laurent has proposed to replace the 2004 Kubota Tractor with a new tractor(E-7)for <br /> the outright purchase price of$60,000. The Kubota would serve as trade-in equipment to <br /> offset costs associated to the new purchase. The Kubota is now 12-years old with over <br /> 2,500 hours. Included in the purchase is a loader bucket attachment to support additional <br /> work at the athletic fields and with snow removal during the winter months. The <br /> functional attachments currently used by the Kubota would be retained for continued use. <br /> The life span of the purchase is approximately ten years. The request to purchase a new <br /> tractor was moved to FYI from FYI 9. <br />
