4 <br /> Capital Improvement Program Committee <br /> Minutes <br /> February 2, 2016 <br /> DPW: <br /> In the lease purchase program outlined by the DPW, an additional 6-Wheel Dump Truck <br /> (E-8)is proposed. The truck would be equipped with a plow and sander for use during <br /> snow and ice storms. All truck bodies proposed for replacement will have stainless steel <br /> beds for durability. With this purchase,the town would have four 6-Wheel Dump Trucks <br /> for plowing and treating roads as well as for road construction and maintenance work. <br /> A three-year lease purchase is proposed to purchase a Front End Loader(E-9). The FY18 <br /> capital request was moved forward to FYI 7. The machine would be equipped with an <br /> angle plow for use during snow events and serve as a back-up unit for the loading of salt. <br /> The life expectancy of the loader is approximately 15-years. The town currently owns <br /> one loader and one backhoe. With the emphasis on snow and ice Ms. Laurent indicated <br /> the loader would be located at the Fire Substation to load salt. Although it has not been <br /> discussed by the CIP, a storage facility is planned by the DPW to be constructed at the <br /> fire substation to serve as a location for the disbursement of road salt. In reviewing the <br /> DPW capital plan, it was fully agreed the(E-11) 1997 loader proposed for replacement in <br /> FYI would be moved forward to FYI 9. <br /> The small F-550 dump truck(E-10)proposed in the CIP plan for a lease purchase in <br /> FY17 is a first year request in the capital plan. The truck is planned to be equipped with <br /> a v-plow and sander for snow and ice operations. The proposed new addition to add to <br /> the fleet would make a total of five small dump trucks available for plowing and treating <br /> roads. The truck would also be used daily throughout the year for construction and <br /> maintenance. The additional truck would employ all qualified DPW personnel during a <br /> storm event. Recently two employees were not able to work as a result of the inequitable <br /> amount of DPW vehicles suitable for snow and ice removal. This would allow for more <br /> flexibility within the department if a contracted vehicle becomes disabled. <br /> Ms. Laurent indicated that a CDL license is required to operate a 6-wheel dump truck. <br /> There is no special license required to operate a F-550 dump truck. <br /> It was noted the town purchased two F550 dump trucks in fiscal year 2016 for$58,000. <br /> The lease purchase price is estimated to increase to $75,000. However,the actual bid <br /> price may be lower and would be reduced in the second year of the bid. The replacement <br /> vehicles were used as trade-ins to offset costs. <br /> The additional request of the DPW is $220,000 to bring forth a total CIP request of <br /> $402,256 in FYI 7. <br />
