5 <br /> Capital Improvement Program Committec <br /> Minutes <br /> February 2,2016 <br /> Planning& Construction: <br /> With retirement of high school bond in FYI the proposed Quashnet School window <br /> project and storage garage at the DPW is considered in the budget assumptions proposed <br /> for FY17 (design) and in FYI 8. Prioritized for replacement is item the PC-7 Quashnet <br /> School Windows project. The replacement windows have been identified in the 2010 <br /> capital needs assessment. The windows are original with the buildings construction in <br /> 1978. <br /> Grant funding was applied for in 2013,but the town was not selected. The Massachusetts <br /> School Building Authority (MSBA)has re-opened their application process for 2016. <br /> The Town of Mashpee has submitted a Statement of Interest(SOI)to reapply for the <br /> project which is eligible for the MSBA Accelerated Repair Program, <br /> Grant funds if secured require the respective town to commit to contribution of 100%of <br /> the costs associated to the design. Upon completion of the design,the MSBA would <br /> determine if funding would be available for final design and construction. The <br /> anticipated design cost is $75,000. With construction estimates,the total cost projection <br /> is $825,000. If the town is selected the reimbursement rate is approximately 38%of the <br /> total project cost. <br /> Ms. Laurent discussed cost assumptions relative to the costly project. The windows <br /> proposed for urgent replacement include the entire window structures in the classrooms <br /> and hallways. It has been determined the window components are severely degraded. <br /> Standard windows would be retrofitted for ease of replacement. <br /> It was recommended the DPW Director contact MSBA to obtain a sense of where <br /> Mashpee would rank with like and similar projects in the accelerated grant program. <br /> It was noted the design and engineering required for the Quashnet School window project <br /> was previously prioritized by the Planning& Construction Committee and listed in the <br /> projects intended to be funded by the $1.5 million capital bond. Due to funding <br /> constraints,the project was unable to be funded under the bond. <br /> In the CIP program, PC-1,the continuation of the replacement of flooring; carpet or VCT <br /> in various buildings is identified for a projected cost of 150,000. For the past three years, <br /> the project has replaced carpeting at the Middle/High School. To date approximately <br /> 50%of the classroom flooring has been replaced. <br /> Discussion followed with regards to PC-2, a cost to be determined for the HVAC <br /> replacement at the Coombs School. The majority of the HVAC system is original to the <br /> school construction in 1987. The town as a green community has been able to secure a <br /> grant through the Cape Light Compact in the amount of$164,000 for energy efficient <br /> measures and though incentives and rebates,the town has received$20,000 from the <br /> CLC and National Grid. <br />
