In <br /> the past,the Cape Light Compact has funded 100% of the energy management system. It <br /> is hopeful the Cape Light Compact and National Grid will cover the balance to alleviate <br /> the need for CIP funding. To obtain a funding advantage,it was recommended the DPW <br /> Director optimize the rebates and incentives. <br /> The replacement of the emergency generator$60,000 at the Quashnet School(E-3)is <br /> prioritized for funding in fiscal year 2017. The replacement generator has been in the <br /> CIP for a number of years. This year, $2,000 has been expended on repairs. It is an <br /> unreliable unit that is actually inside the building. The town is required by law to have a <br /> generator in the schools. Rental fees are estimated to cost$5,000 per week. <br /> Listed at PC-4 is an upgrade Of securityameras and access controls. The new <br /> equipment would give improved control and have the ability to remotely view/access the <br /> equipment via the town's network as well as with mobile devices. The project will also <br /> fund the upgrade of equipment at the Police Station,Fire Station, Library and DPW. It <br /> will also allow for the installation of cameras at the Transfer Station. The upgrades will <br /> convert all of the security equipment to one vendor for continuity and interconnection. <br /> The requested appropriation is $75,000. Ms. Laurent indicated previous funding was <br /> depleted for this project. It is identified on the CIP list for the upcoming fiscal year to <br /> complete the upgrade. The Town Manager reported there are no problems with the <br /> existing systems to date. In the CIP, a project moved forward should have a sense of <br /> urgency. There is no urgency to move this project forward at this time. <br /> The reconstruction of six tennis courts and two basketball courts(PC-5) at the <br /> Middle/High School original to the school construction in 1996 have been identified for <br /> funding. The courts are used by the school for gym and athletics and are used on a <br /> regular basis during the summer months and on weekends by Mashpce residents and <br /> groups. In FY10,the courts were professionally crack-filled and repainted. The <br /> estimated cost to reconstruct the tennis and basketball courts is$250,000. The use of <br /> Community Preservation Act funding is under consideration and identified as a funding <br /> source for this project. <br /> It was also recommended the school projects,windows and tennis courts, and high school <br /> track be considered for funding under one bond for the schools. <br />
