7 <br /> Capital Improvement Program Committee <br /> Minutes <br /> February 2,2016 <br /> Planning& Construction: (continued) <br /> At the DPW, a storage garage and_parking improvements(PC-6) are planned. The DPW <br /> building was constructed in 1985. During this time the DPW has not seen any significant <br /> improvements. In FYI a space needs analysis to assist with preliminary schematic <br /> design and cost estimating was developed. It is anticipated the design would occur in <br /> FYI for a projected cost of$250,000. <br /> It was noted the space analysis exceeded expectations, and cost reductions could be <br /> explored. Ms. Laurent indicated the existing building could be re-used to accommodate <br /> vehicles, office improvements,and expansion. Currently staff members do not have a <br /> locker facility,there is no interior working space and there are space needs for specific <br /> project work. Vehicles are parked outside on a year round basis and equipment is stored <br /> offsite at multiple locations. <br /> PC-7 identified$75,000 is design funding for replacement windows at the Quashnet <br /> School in fiscal year 2017. <br /> It was agreed the CIP projects are not sustainable and affordable. Discussion followed <br /> with respect to potential funding sources to offset capital requirements. It was noted that <br /> CPA funds was previously used to rehabilitate the Quashnet School tennis and basketball <br /> courts. With the CPA amendment to allow for recreational use,the Middle/High School <br /> tennis court reconstruction project may be a permissible use of CPA funding. <br /> With regards to the DPW storage garage, it was agreed the needs analysis was excessive. <br /> The use of Chapter 90 funding is permitted for use, and an option under consideration for <br /> funding the design. <br /> It was determined that a separate meeting would be held to recalibrate and rank the <br /> projects before the CIP while realizing there is a strong need to advocate for the clean <br /> water initiative. Of importance is the upcoming road maintenance program adopted by <br /> the Board of Selectmen. With the closure of the high school bond in FYI 8, an additional <br /> bond or possible override may be considered. <br /> NEXT SCHEDULED MEETING <br /> Thursday,February 4, 2016—3:00 p.m. <br />
