4 <br /> Capital Improvement Program Committee <br /> Minutes <br /> February 10, 2016 <br /> Review& Deliberate on FY 17 CIP Projects-proposed for MAY 2016 Town Meetin : (continued) <br /> To remain within the $420,000 budget perimeter of funding available for appropriation,the CIP <br /> agreed to consider the DPW Small Dump Truck in a two-year lease purchase program as <br /> follows; <br /> E-10 Small Dump Truck—Year 1 of 2 $40,000 <br /> Discussion followed with regards to equipment needs of the Department of Public Works. It was <br /> determined the E-7 Kubota Tractor, a$60,000 appropriation and the E-9 Loader would be moved <br /> forward to FYI due to funding constraints. <br /> With regards to the Window Replacement Project at the Quashnet Schools it was noted the DPW <br /> submitted a Statement of Interest for the eligible project under the MSBA Accelerated Repair <br /> Program. No funding commitment by the Town is required at this time. However, if the Town <br /> of Mashpee is invited by MSBA to complete a schematic design and budget,within 60 days of <br /> this invitation,the Town would have to commit to pay 100%of the cost of the design. Upon <br /> completion of the design,the MSBA would vote on whether to fund the design and construction. <br /> The reimbursement base rate is approximately 38%. <br /> It was recommended the Town and School Committee confer with regards to the potential use of <br /> School Choice Funds for the school window project, It was noted the School Choice tuition is <br /> directly conveyed to the schools. Of the$935,004 balance, approximately $689,000 is available <br /> in funding from the previous fiscal year. Infrastructure and technology improvements are <br /> permitted expenditures for use of these funds. If the Schools would mitigate the funds by '/a, it <br /> would solve a problem and minimally impact the taxpayer. As discussion continued it was noted <br /> that short-term borrowing for the infrastructure improvement project could be an option. If <br /> supported, construction funding would also be incorporated into the bond. <br /> In realizing there are several projects in the FYI capital budget that have not been recognized it <br /> was suggested the CTP defer to the Planning&Construction Committee. In accordance with the <br /> mandates of the Town Charter,the Planning&Construction Committee is required to put forth a <br /> capital plan for infrastructure and prioritize town projects in terms of need. The Committee also <br /> reports to the Board of Selectmen annually to review these needs and the list is disseminated to <br /> the CIP. It was agreed the CIP would await the recommendation of the Planning & Construction <br /> Committee and re-convene at a later date to consider projects which may be proposed for <br /> funding at the October 2016 Town Meeting. <br /> With reference to cable funding it was reported the Department of Revenue is now requiring that <br /> cable account funds be recognized and appropriated as an operating budget. The Town of <br /> Mashpec retains approximately 1%of cable proceeds and funding must be accrued before it is <br /> utilized. Therefore,participating towns are required to determine what funds are planned to be <br /> expended. The new requirement will affect Mashpee TV (MTV), and Mashpee Cable and <br /> Advanced Technology(MCAT)funding. <br />
