6
Capital Improvement Program Committee
Minutes
December 7, 2016
APPOINTMENTS & HEARINGS
Planning&Construction: (continued)
Security Camera/Access ControlUpgrades: $75,000:
Approval of this project would allow for the continuation of the security camera/access control
program instituted in fiscal year 2015. The project would fund the upgrade of equipment at the
Police Station,Fire Station(s), Library and"DPW.
In the matter of safety it was recommended the rear of the Mashpee Town Hall be considered for
security cameras for added protection in the parking lot area.
Storage Garage &Parking $250,000:
Ms. Laurent indicated the DPW building was constructed in 1985. There are no vehicles stored
inside which accelerates deterioration. A storage garage and improved parking facility has been
an ongoing request of the Director of Public Works for a number of years. Previously a needs
assessment study depicted a new$14 million building which included an exterior washing
station and fuel depot. The $250,000 funding request is for schematic design and cost estimating
purposes.
As a result of continued budgetary constraints, the CIP Committee directed Ms. Laurent to
consider cost estimates for a stand-alone garage which would include a workshop for
maintenance as well as staff accommodations. It was noted that Chapter 90 funding is a
permissible expenditure to support the DPW's request to fund a storage garage within means.
Ockwgy Bqy Boat RamParkin Site Im rovements: $150,000:
With increased usage planned for the Ockway Boat Ramp, a survey and the development of a
site plan is proposed for uses of the property. Assumptions within the $150,000 estimate include
funding to construct a paved parking lot with drainage. The existing dirt parking area creates a
haphazard for vehicles and boat trailers. The project funding source was identified with use of
Community Preservation Act funding. Through CPA funds, the Ockway Bay Boat Ramp was
replaced.
Motion made by Mr. Richardson to support the Ockway Bay Boat Ramp Parking and Site
Improvement project with Community Preservation Act funding.
Motion seconded by Mr. Gottlieb.
VOTE: Unanimous. 5-0.
Roll Call Vote:
Mr. Collins,yes Mr. Gottlieb,yes Mrs. Thayer,yes
Mr.Richardson,yes Mr. Gasior,yes Opposed,none
