Capital Improvement Program Committee
Minutes
December 8, 2016
Information Technolo . (continued)
Motion made by Mr. Richardson to support NAS Storage at the Town Hall and Fire
Department with the proviso the MCAT Board will fund the$50,000 cost associated to this
project.
Motion seconded by Mr. Gottlieb.
VOTE: Unanimous. 5-0.
Roll Call Vote:
Mr. Collins, yes Mr. Gottlieb, yes Mrs. Thayer, yes
Mr. Richardson, yes Mr. Gasior, yes Opposed, none
Fire Department:
Tom Rullo, Fire Chief outlined projects proposed for funding in fiscal year 2018 which includes
funding to replace the Engine Tanker; $350,000 and replacement of Ambulances; $250,000 on-a
three-year cycle. If supported by the CIP, funding would derive from the Ambulance Receipts
Account.
Chief Rullo prioritized the replacement of the ambulances vs. the tanker. The tanker has served
the Mashpee community for over 35 years. The condition of the vehicle is deemed fair.
Although it is used very little, it is invaluable as it serves as a source of water supply in areas
where water supply is inaccessible. The 1980 tanker holds 2,000 gallons of water and would
suppress approximately 15% of the Town. The tanker also serves as a backup fire truck when
required.
In reviewing costs associated to the purchase of a new tanker, it was recommended the Town
consult with the Mashpee Water District to review costs to extend fire hydrant service as an
alternative to the purchase of a new engine tanker. It was noted the installation of hydrants
would be a one-time purchase at a cost of approximately $4,000 per hydrant not including the
installation of the water main. Chief Rullo added the Town would receive an improved ISO
rating if additional hydrants were installed,
It was agreed the CIP would await communication from the Water District with respect to this
regard. As a result, the $350,000 Engine Tanker was deferred to FY19.
Chief Rullo recommended the CIP consider the replacement of the current (3) ambulances, one
per year for the next three years. It was noted that two ambulances were purchased is fiscal year
2013 and one ambulance was purchased in 2014. There have been a lot of maintenance issues
with the ambulances, and the vehicles are not as robust as assumed, and they too light for their
intended use.
