• I'll be going to the Mashpee Human Services meeting next week to talk about the housing
authority and offer some statistics.
• The Mashpee High School Junior Honor Society prepared and delivered care packages to
Homeyer Village residents on Wednesday, May 31. I'm working on getting together a
thank you card.
OLD BUSINESS: none
NEW BUSINESS:
a) Records Access Officer designation and Guidelines Board vote needed): Mrs. Botsford
had forwarded the proposed guidelines to the members prior to the meeting and explained
that the Public Records Law changed last fall and requires housing authorities to
designate a Records Access Officer(RAO) and adopt guidelines. After consideration, a
motion was made by Richard Halpern and seconded by Kevin Shackett to appoint
Mrs. Botsford the Records Access Officer and approve and guidelines as presented.
The motion carried.
b) Comcast Increase (Board vote needed): Mrs. Botsford had forwarded the letter from
Comcast to the members prior to the meeting and explained that Comcast seems to be
updating the rates every year, which is more than in the past. Mrs. Botsford explained the
procedure for the bulk account in that Comcast provides extremely reduced rates for the
residents for basic cable and bills the housing authority. The residents pay the cable fee
to the housing authority with their rent each month so when there is an increase the
housing authority has to notify the residents and do a Lease Addendum. Residents that
wish to have more than basic cable make arrangements for that directly with Comcast.
After a brief discussion, a motion was made by Richard Halpern and seconded by
Melissa Phillips to allow Mrs. Botsford to increase the cable rent to tenants
whenever there is an increase from now into the future, without requiring board
vote, since this is basically a pass-through of funds. The motion carried.
c) Personnel Policy changes(Board vote needed)- Mrs. Botsford had forwarded the draft
policy update to the members prior to the meeting and explained that there were just a
couple minor changes that she is recommending. After a brief discussion, a motion was
made by Richard Halpern and seconded by Kevin Shackett to approve the draft
Personnel Policy with the addition of a clause that breaks not be taken during the
first or last hour of shifts. The motion carried. Mrs. Botsford will distribute to all
staff.
d) Annual Elections (Board vote needed): Mrs. Botsford stated that it was time for annual
elections. The current slate of officers are: Fran Laporte, Chairperson; Jill Allen, Vice-
chairperson, Kevin Shackett, Treasurer; Melissa Phillips, Assistant Treasurer. A motion
was made by Richard Halpern and seconded by Kevin Shackett to keep the slate of
officers exactly as last year. The motion carried.
8.
