Minutes of Meeting of
Mashpee Plan Review Committee
Held Tuesday, May 16, 2017
Mashpee Town Hall Waquoit Meeting Room
Plan Review Members Present:
Michael Mendoza , Building Commissioner
John Phelan, Deputy Fire Chief
Catherine Laurent, DPW Director
Scott Carline, Police Chief
Tom Fudala, Town Planner
Wayne Taylor, Assistant Town Manager
Michael Mendoza called the meeting to order at 9:05 a.m.
63 Mercantile Way
Capewide Construction
Requests a 6-Unit storage building 7,440 square feet
Representative -- Matthew Eddy, Baxter Nye Engineering
Attorney Kevin Kirrane addressed the meeting saying he is representing applicant Capewide
Construction and he introduced Matthew Eddy of Baxter Engineering and Joao Junqueira, the
property owner.
Attorney Kirrane said what is being proposed in the industrial zone at Mercantile Way is a typical
industrial use building. It is largely intended for dry storage. He said they have an application before
the Board of Appeals for a storage facility and also for contractor bay use in the event a contractor
came along that was compatible. He said Joao also is going to run his office from the site so his
focus is largely that the tenant be involved in primarily dry storage.
Kevin Kirrane said the lot is long and narrow so they are putting the building in the corner of the lot.
Also, they are proposing that while typical parking is at rear and side of a building, they are requesting
ZBA for authority to have parking in the front of the building. He said they think front of the building
parking is better from aesthetic point of view and from a safety point of view. He said there are only 9
parking spaces that will be in the front.
There will be one bathroom in the front of the building so it would make sense to have parking in the
front rather than rear where there are overhead loading doors.
It is a one story building for dry storage and potentially contractor bay use. It allows Fire Department
access for fire protection.
