39 Nathan Ellis Highway
Mashpee Commons, Thomas Feronti
Requests installation of a carport structure with
Solar collectors.
Modification of the Special Permit
Tom Feronti appeared on behalf of Mashpee Commons and said he is here to request a formal
recommendation to the Planning Board for a Special Permit modification to add 2 carport structures
with solar panels. Tom stated that the smaller carport structure will be behind the UPS Store, and the
larger carport will be to the north of that and extend down to Zoe Pizza. He said 720 solar panels
produce annually about 36,000 KW per year.
Tom Feronti stated the project property abuts another property owner and Mashpee Commons
informed their board of directors. Tom Feronti said he walked them through the project and no
problems are anticipated.
Tom Feronti said at lowest point the structure is 13'6" from the panel surface; and high end is 182" to
under side of the canopy. Catherine Laurent suggested they display signage to indicate the height
restriction. Tom Feronti said this is a good idea and he will note that.
Tom Feronti advised that he met with Deputy Fire Chief Jack Phelan, who wanted to know the
distance from the panels to the buildings as well as the height of the panels; and Jack Phelan wanted
to make sure that there were shutoffs on the structure themselves in case a car underneath catches
fire. Tom Feronti said each individual inverter has an individual shut-off so if there is a car fire the
Fire Department will be able to shut off all from a master panel.
Tom Feronti advised that applicant got approval from the Planning Board at last night's meeting,
subject to a recommendation of the Plan Review Board.
Tom Feronti said they will discuss logistics with Fire and Police directly as this moves along as to how
construction will be handled so as to limit disruptions. Timeframe for construction: Tom Feronti said
they are looking at 2-2-112 months. He said they have to address how to deal with individuals having
access to the buildingsāfor instance, do they, perhaps, need some type of shuttle service; and
thought must go into maintaining traffic flow.
Mike Mendoza recommended that the applicant should meet with the Building Department when they
are ready to start. Tom Feronti said he would do so.
CONCLUSION:
Motion: Catherine Laurent motioned to recommend approval of the project as submitted to the
Planning Board.
Tom Fudala seconded the motion.
Vote: 5-Yes.
Roll Call Vote:
Veronica Warden, yes. Michael Mendoza, yes
Catherine Laurent, yes Tom Fudala, yes
Rodney Collins, yes
4
