Old Business(continued) <br /> U date on MSBA Accelerated Repair Program window/roof project at S continued <br /> Catherine said the Subcommittee needs more information in order to snake a decision. The Design team <br /> will get information on warranty, life expectancy, etc. and get back to the Subcommittee for review. <br /> Catherine said on Monday, March 6,a joint meeting of Board of Selectmen, School Committee,Finance <br /> Committee, and the Project Manager will be held to discuss funding. Steve Cook agreed to attend this <br /> March 6t1'meeting on behalf of Planning&Construction Committee. <br /> New Business <br /> Proposed Capital Building Bond <br /> Catherine Laurent provided a list of projects to be considered under the Capital Building Bond funding. <br /> She said the C-1-P Committee originally discussed a$3-Million bond,rather than using free cash. Town <br /> must use the bond money within 3 years. The PCC project list only had about$1.5-Million, so Catherine <br /> proposed a road bond of$1.5 —Million. C-I-P Committee met last week and decided to do a$1.5-Million <br /> bond---possibly to be split between buildings and roads ($750,000 each). <br /> Catherine said she spoke with the Finance Director who suggested to list all the projects because there <br /> may be other funding sources available, such as grants. <br /> Fire Surplus <br /> Catherine said there is a$254,000 surplus available but only able to use specifically for improvements to <br /> the Fire Stations and, with Town Meeting approval,the Police Station. Catherine put together project <br /> items for those 2 departments to be considered under the Capital Plan using these fire surplus funds. <br /> The PCC members reviewed and discussed the project lists provided by Catherine. <br /> Scott McGee asked whether Quashnet School lighting may get some reimbursement from Cape Light <br /> Compact. Catherine said Cape Light looked at Quashnet, but that school does not quite meet there <br /> requirements for energy savings reductions. Use of other grant funds or capital funds may help meet <br /> criteria. Scott questioned whether motion sensors would be installed. Catherine answered yes;the <br /> project just completed at the High School through Cape Light has motion lighting and also has dimmer <br /> capabilities to take advantage of natural light. <br /> Scott asked when the gym floor at the High School was last refurbished. Catherine said about 10 years <br /> ago. <br /> Steve Cook asked about the generator at Quashnet School. Catherine said it is the original generator. <br /> Steve asked if schools are used as emergency shelters. Catherine said "no". She explained the County <br /> changed to regional shelters due to staffing considerations. <br /> Scott asked about Project PC-3 for upgrade of security cameras--Catherine said schools and other areas <br /> have been done. This is to cover Police,Library,Fire and DPW,which were not yet upgraded. <br /> Motion: Joe Brait motioned to adopt the Capital Building Bond project list as shown and in order shown. <br /> Schott McGee seconded this motion. <br /> Vote: 3 Yes. <br /> Steve Cook,yes.
